As a result, more and more students are taking up musical instruments and youth orchestras of different scales have been formed. However, students in many areas where such cultural programs are scarce have little opportunity in coming into contact with instruments outside their schools. The Ministry of Education,The MEST has selected twenty eight Education Support agencies, and sixty five primary and secondary schools in those districts have been accepted for funding of the school orchestra.The MEST is has funded five billion won to schools for setting up practice rooms, purchase of instruments, and hiring of instructors.Since the funding was made, many activities including teacher training and youth orchestra festivals have taken place. The purpose of this study was to determine if the MEST funded-schools are operating their orchestras in accordance with the Youth Orchestra Formation and Operation regulations, to discover any problems, and to suggest ways to solve the problems and improve the operation of the music program.The researcher made e-mail and telephone inquiries for the School Orchestra Formation and Operation survey to determine the current status of school orchestras and the environment in which they are operating. In addition, instructors' comments were entertained to find the ways to solve the problems and to make improvements. Out of sixty five teachers who are engaged in school orchestra tasks, twenty five responded to the inquiry and their responses were compared and analyzed. The survey showed that school orchestras are operating in accordance with the purpose of the funding and the regulations. The degree of satisfaction on the part of the students and teachers in the MEST funded schools was high. Yet, there were a few problems noted. The following are the suggestions to resolve the problems and to make improvements. First, the MEST needs to send official notice to schools in February for them to be able to hire new instructors for the next semester and to make a teaching plan after the regular school session. Second, depending on the importance of teacher training, an instructional network should be set up so that the teachers can be given training via distance education.Schools with a school orchestra need to set up home pages so that ideas can be exchanged between schools. Third, the Education Support agency needs to secure assistant teachers to replace regular instructors in the case of their absence. A program using college students to work as mentors needs to be initiated. Furthermore, a clear and definite pay scale for art instructor-interns needs to be set up. Fourth, when they are purchasing instruments, schools need to purchase them on the lowest bid basis. There should be fairness in funding different amounts to schools in terms of instrument purchase and teacher hiring. In conclusion, school orchestras can be better administered by utilizing the aforementioned suggestions.
