Culture plays a role of allowing many people to possibly share common value each other with either making or enjoying together. As an interest in culture gets higher, the cultural contents in diverse genres are taking place. Even among those things, the contents, which have traditional culture close to our identity, are growing. An interest in culture led to an interest in industrialization of culture. A sight took place, which looks at even culture from the perspective of intellectual property, along with importance of intellectual property. However, in the intellectual property field, an effort was relatively less that tries to look at this from the aspect of cultural industry while dividing traditional culture into sub-category of traditional knowledge and progressing a discussion of being biased to securing and protecting a right. This study researched into traditional culture for creating traditional culture and cultural-industrial value as intellectual property through a concept called TCE(Traditional Cultural Expression), which appeared in WIPO(World Intellectual Property Organization), as for traditional culture. It concentrated on a plan for creating value through application, not seeing traditional culture as subject of preservation, through a case study of applying TCE. To create cultural-industrial value through TCE, there is a need of being vitalized creation in derivative works of having TCE as material. It described on importance and successful requirements for derivative works typically through a case of animation Mulan. Even the institution is needed that acquired a right available for commercializing TCE material. It is a place that can address a relation to a right, which can be created when managing copyright of TCE and industrializing this. This study is suggesting an alternative plan for institution available for commercializing material by arranging tasks of several institutions in region. It arranged by dividing TCE into Intangible Expression and Typical Expression, and presented a scheme for planning and vitalizing contents, which connected Intangible Expression and Typical Expression. It analyzed a Juliet marketing case based on the storytelling of animation Mulan, Gotaek case in district, and Italian poem of Verona, planned contents, which connected Intangible Expression and Typical Expression, and confirmed the necessity of vitalizing this. This study confirmed new value that TCE has, and proceeded with solving this from the perspective of cultural industry. Traditional culture allows spiritual value in ancestors, who had lived in the past, to be possibly felt even by people, who proceed with living in the modern times. When making new creative work by re-analyzing value, which is contained in TCE, from the contemporary perspective, many people come to share the value and to be capable of sympathizing with this, not what the original value of traditional culture gets discolored. Re-creation of TCE from the contemporary perspective needs to possibly satisfy a desire of people, who proceed with living in the modern times, by containing the original value. This study researched into this as a plan for creating value of cultural industry of TCE, and is describing on direction to which the traditional culture industry will need to proceed with advancing, through a case study and analysis.
