In a rapidly increasing international trade, it is not easy to achieve two conflicting goals, which named security and trade facilitation. In order to accomplish the security and the trade facilitation in a trade-off relation at the same time, Authorized Economic Operator (hereinafter referred to as “AEO”) programs have been adopted. AEO programs are to authorize a trade-related party which manufactures, delivers, stores or clears exporting and importing goods if it satisfies a certain security criteria, and to provide various benefits in clearance procedures such as offering fast export and import clearance procedures and exempting cargo inspections; thus, the U.S., the EU, Japan, Korea and other countries around the world are trying to adopt AEO programs at their earliest convenience. In addition, the AEO program is one of the two core areas where importance has been increasing in the international customs environment. The FTA, which is the other one, is aiming at expanding trade through opening markets by lowering or eliminating tariff barriers with agreements between countries; the AEO is aiming at facilitating trade through securing trade security by lowering or eliminating non-tariff barriers such as complicated export and import clearance procedures, cargo inspections and trade security measures with arrangements between countries. This study figures out detailed and diverse factors affecting exporters and importers’ adoption of an AEO program, and to analyze a causal relation between the adoption factors above and performance thereof, so that to seek strategic ways to expand AEO adoption in the future. The thesis set independent variables as demands or pressure from a counterparty, governmental supports for exporters and importers, partnership between companies, existence of international standards, recognized benefits and satisfaction of authorization criteria; and the thesis divided AEO usage, which is a parameter, into security, facilities security, document security and information security in order to figure out to what extent individual companies utilize the AEO program. Last but not least, in order to understand whether companies’ performance is enhanced by using the AEO program, the thesis is to measure corporate performance such as the increase in transactions, changes in customers’ awareness, the improvement of cargo management, the decrease of sanctions and costs, and the reduction of lead time, the creation of a new customer, and the enhancement of supply chain security; in addition, to verify corporate performance by quantitatively analyzing increasing rates of sales and the number of transactions and exportation resulted from utilizing AEO by individual companies. The significant test results for hypothesis by path analysis on structural equation are as follows: For Hypothesis 1 [H1], it was analyzed that demands and pressure from a counter party significantly affected neither AEO usage nor performance so it was rejected. It was analyzed that this study was conducted for not logistics companies (e.g., international freight forwarders, bonded area operators, bonded transporters, ground handlers, sea carriers and air carriers) and customs brokers in a weaker position but only exporters and importers in a relevantly stronger position, which were not affected by external pressure to adopt the AEO program. For Hypothesis 2 [H2], it was analyzed that governmental supports for exporters and importers meaningfully affected both AEO usage and performance so it was accepted. It was analyzed that it was enduring efforts to make it possible such as the government’s continuous promotion and training regarding the AEO program, projects to support small- and medium-sized exporters and importers to be accredited as AEOs in a relevantly worse condition, and the establishment of AEO responsible departments and the Korea AEO Association from the beginning of adopting the AEO program. For Hypothesis 3 [H3], it was analyzed that partnership between companies significantly affected neither AEO usage nor performance so it was rejected. It was expected that establishing a strong partnership between AEO exporters & importers and logistics companies would affect AEO usage and performance; however, it was analyzed that exporters and importers in a relevantly stronger position were not affected. Thus, it is expected that if the scope of respondents are expanded to all AEO entities such as exporters, importers, logistics and customs brokers for the purposes of a survey, the result can be different. For Hypothesis 4 [H4], it was analyzed that the existence of international standards did not significantly affect AEO usage so it was rejected; while, it meaningfully affected AEO performance so it was accepted. It means that it was analyzed that existence of TAPA, HACCP, ISO and other international standards did not work as direct factors in AEO adoption; however, it is believed that existence of international standards affects performance of individual companies so that all companies should do their utmost to achieve advanced international standards. It was analyzed that exporters and importers put a top priority on satisfying internal standards such as law compliance, internal control system, financial solvency and security management when adopting the AEO program, and in addition, it was also analyzed that when exporters and importers recognized potential AEO benefits, it had a positive impact on AEO performance. For Hypothesis 7 [H7], it was analyzed that AEO usage meaningfully affected AEO performance so it was accepted. Based on the results from this study, a high level of AEO usage leads exporters and importers to deliver performance, thus, the government and relevant agencies need to pursue policies to enhance the level of AEO usage in the future.
