ABSTRACT A Study on the Improvement of Performance Management System in Jeonbuk Province Kim, Hyeong-Yong Major in Public Administration Graduate School of Public Administration Chonbuk National University Advisor : Young-Keun Kim, Professor To respond to the government movement for the public sector innovation, many local governments and public enterprises make efforts to strengthen the competitiveness and the productivity of public organizations through comprehensive performance management based on BSC. Selected as a pilot institution in 2005, Jeollabukdo, in particular, went through two-year trial operation; carried out performance assessment for the entire staff in conjunction with personal assessment and department assessment for the first time as a local government; reflected the results from the assessment on budget, personnel, and organizational management, which was a one step forwards in performance management system operation. As a result, the organizational culture shifted to performance-orientation, improving residents' participation in administration and residents' understanding of administration and broadening the width of communication with residents, which in turn produced visible achievement - increased satisfaction of administrative service. In this study, Jeollabukdo where BSC established itself successfully as residents-participating assessment system and which became a model case for the rest of the country was set as a spacial scope, and empirical and positive case studies were conducted, focusing on literary survey and Jeollabuk internal data. This study aims to investigate the development process(introduction of BSC -settlement- advancement); analyze the problems from the operation of current BSC integrated performance management system, dividing them into operation system, assessment system, communication, PR system, and system utilization; and propose a way to improve efficiency. First, as for operational improvement, it needs to broaden the participation of outside experts in BSC performance assessment and strengthen the on-site assessment. As the outside experts participating in BSC assessment are limited to general administration fields, so the expertise in other fields are rather insufficient. Thus, it needs to broaden the participation of the experts from other fields-economy environment, agriculture culture, social welfare, health, construction, etc. and shift the assessment methods from document-oriented assessment to on-site assessment for the purpose of objective assessment and confidence-building on the result of assessment. To resolve the problem of the equality between general government officials and contract government officials and generate the performance in compliance with the purpose of the employment of contract government officials, the assessment system for the contract government officials needs to be applied. Second, as for the improvement of assessment system, it needs to review the ways to improve the specialty of policy customers and invite the participation from all walks of life. As the assessment by policy customers is based on the contribution to BSC performance indicators and the assessment of the appropriateness of tasks, expertise is required for the assessment. Thus, the participation of experts needs to be broaden. As for the assessment for others, the participations from all walks of life needs to be encouraged. Third, as for communication and PR system, it needs to devise plans to strengthen interactive communication between organizational members and citizens and cultivate organizational members' ability to utilize various media, responding to ever-changing IT environment. Fourth, as for system utilization, it needs to review the plans to shift to the integrated management system managing BSC assessing customer management and policy customer relationship management (PCRM) system and build DB for the purpose of sharing information between departments and its effective utilization.
