The purpose of this research is to examine and analyze the awareness the level of satisfaction of the personnel in charge of providing services for the blind and users with facilities, equipments, data and education․information services and their awareness of utilization of services for the blind, and to provide preliminary data for encouraging the utilization of alternative format materials and services for the blind based on the results of analysis. As research method, questionnaires reported by 92 users and 40 people providing services for the blind from 34 libraries for the blind and 6 public libraries were examined, and the results are as follows. Firstly, the operating bodies seemed to have been established by corporate bodies, and the personnel mainly consisted of certified librarian, braille transcriber, and social workers. In terms of space application, space for producing alternative format materials, such as rooms for producing braille․recording․electronic books, occupied a large part of building, and the budget for year 2011 showed that there had been heavy investment in producing alternative format materials and purchasing them. Secondly, assistive technology devices largely consisted of manufacturing equipment for recording and braille translation, and there was a lack of distribution of various alternative format materials. Alternative format materials that are preferred and need to be expanded included braille․electronic․recording books, and literature-, massage-, and acupuncture -related data had usually been used. Thirdly, information services mostly consist of braille translation and recording services required to utilize alternative format materials, and a need for the development and education of reading programs was noticed although they had not been operated in various ways due to a lack of professional manpower. Fourthly, with regard to difficulties in managing programs, the biggest problems seemed to be lacks of manpower, budget, place, facility and data, as well as troubles with restructuring the web site. Fifthly, as the purpose of the library for the blind, recreational activities other than reading and acquisition of knowledge and information were required, borrowing materials by mail service was a preferred method to utilize the materials, and the most commonly used assistive technology devices were braille information instruments and reading magnifiers. Sixthly, preferred services seemed to include braille translation, recording and electronic books that are needed to use alternative format materials, and the level of satisfaction of library users and personnel with services were found to be moderate. Based on the results mentioned above and document research, there are some suggestions below for the utilization of services and alternative format materials at the libraries for the blind in Korea. First, there should be training for specialized librarians who are exclusively responsible for guiding users to acquire the required information and professional manpower who’s capable of making alternative format materials needs to be assigned. Second, business which is required to make alternative format materials and promote research and development of libraries for the blind that are mainly established by private organizations requires a considerable amount of budget constantly. Third, data should be easily accessible by expanding the distribution of assistive technology devices that are needed to utilize alternative format materials, and easy conversion to desired media should be supported. Fourth, duplicates of alternative format materials for each library should be avoided by establishing cooperation network among organizations for the visually handicapped with a government institution as the center, and specialized fields need to be made. Fifth, there is a need to establish a web site for the blind that provides the most convenient access any time place and to form a community through publicity activities. Sixth, national policies regarding the development of comprehensive alternative format materials reflecting the needs of people who are visually impaired and an expansion of various media materials are required.
