Overall, the art market’s formation itself is being shaken and the sales and distribution of artworks are going through stagnation. In order to improve such condition, Art Bank was established in 2005. Art Bank is a system of purchasing artworks with government’s budget and displaying them in public buildings to vitalize and popularize the art culture and support the artists. Art Bank is receiving favorable evaluation in The Great Britain, France and Canada. In Korea, it was established in February of 2005, supervised by Ministry of Culture and Tourism, and artworks are bought each year through recommendation, contest and/or purchase-at-site. Although it’s been eight years since the launch of Art Bank, the focus has been merely on literature research of performance assessment and study of phenomenon itself. The analysis of overseas case study is confined only to Canadian Art Bank, and early this year there was a dissertation on “Study for Improvement of Art Bank System: Focusing on the management of government’s artworks” for the first time. The author of dissertation plans to compare and analyze the domestic and foreign cases and the Art Bank system of Korea, and present the objective reference of people’s awareness and satisfaction. Through the comprehensive evaluation, the Art Bank system is to be modified for improvement by eliciting the main task of Art Bank’s system. For the domestic cases of Art Bank, Incheon Art Bank and Jeollanam-do Art Bank were studied, and both institutes were observed to be in operation with the goal of supporting creativity of local artists. Also, from comparing and analyzing management system of government artworks and case studies of Art Bank in The Great Britain, Canada France and Australia, the Canadian Art Bank could be concluded to satisfy the management purpose of Art Bank that the Canadian government pursued, and the necessity to manage the government artworks. The problem of Art Bank system can be largely identified into problems that follow the purchase of artworks, and problems due to the management. The problem in purchasing artworks has been mentioned since the introduction of the Art Bank system. The purpose of Art Bank being “creation”, “distribution” and “bringing nostalgia”, a certain limit to satisfying both popular appeal and artistic merit was noticeable. Also, in selecting artworks to be purchased, from prioritizing the allocation according to genre, organization and region, the quality of purchased artwork was lowered, and this affected the rental rate of artworks that the ones that had never been rented were up to 20% of total pieces. Therefore, Art Bank is reexamining the artwork purchase route and establishing ways to diversify the purchase routes, such as enabling sales in private or group exhibitions and encouraging purchase of artworks by the artists and styles that have high rental rate. Since 2012, direct-purchase system was introduced, and outstanding artworks are to be secured through contest and purchase-at-site. Also, the restriction of price per piece is to be alleviated, and changes are to be made for members of a steering committee from Art Bank to participate as purchase jury. Next problem is related to the management. So far Art Bank was regarded as one of the projects of the National Museum of Modern Art, and artwork preservation management team was in charge of the program. There is no case in foreign exhibitions that an art museum was in charge of Art Bank. Also, not run by professional work force but mere art museum administration staff and casual part-time employees, the work had been only in formalities. Through considering all the problems, Ministry of Culture, Sports and Tourism established a committee to select government artworks, and the first meeting was held in April of 2012.
