Based on the results of the empirical analysis, the study has identified positive relationship between solvency margin ratio and available-for-sale financial asset classification ratio but negative relation with held-to-maturity financial assets ratio. Meanwhile, negative relations were found for risk weighted asset ratio with available-for-sale financial assets ratiot. This shows how the capital requirement regime applied to financial institutions is likely to motivate the management to control capital fluctuations. This could be interpreted as that risk management by financial institutions that involves the capital requirement regime is being considered when making accounting choices for the financial asset classification. The research presents empirical evidence corroborating that the management of financial institutions may impact accounting capital measurement through accounting choices after taking into account regulations. Against the backdrop, there is a need for the financial authorities to more clearly define available capital when it regulates capital so as to reflect limitations thereof in the regime. Furthermore, under the current fair value accounting employed by insurance companies, volatility of net asset value or available capital could be overestimated and may not reflect a highly likely economic reality. To improve the situation, new insurance liability accounting needs to be introduced in the end, and practical measures for restrictions or control are needed to decouple accounting capital and available capital under the regulation. Accordingly, there is a need for the financial authorities to revise required capital regulations in compliance with the new IFRS that would be applied to financial instrument accounting and insurance accounting awaiting overhaul.
