This study suggests results of analysis, based on survey from 98 child care teachers who are currently under "Continuing Education Program" and taking "Rank 1 Child Care Teacher Certificate Course" from MyongJi College and teachers who are under "Rank 1 Child Care Teacher Certificate Course", but have more than two years of experience as a child care teacher. Also solutions to improve effectiveness of Korean traditional music activity on toddlers are suggested after an analyzation and investigation, based on 20 toddlers, who are registered at Geulim-Nara child care center in Seoul, on an actual condition of Korean traditional music activity. First, present condition of Korean traditional music education by child care teachers, who are belonged to Seoul city, is examined and 76% of child care teachers have never received Korean traditional music education. Also, 77% of child care teachers showed no interest in Korean traditional music education. Thus, it proves that child care teachers who have never received Korean traditional music have less interest in the subject than teachers who have actually received education on Korean traditional music. Second, there aren't enough opportunities for toddlers to encounter Korean traditional music activity, because 70% of child care teachers do not include those activities in their annual education plan, even though they've answered Korean traditional music activity is important on toddler's emotional development. Even though child care teachers are aware of Korean traditional music education's importance, it is not actively taught in child care centers. As a result, most toddlers who did not receive Korean traditional music education as a child feels uncomfortable about Korean traditional music when they become an adult and it will remain as a vicious circle if proper action is not taken. Third, 43% of child care centers are equipped with teaching tools for Korean traditional music such as, Korean traditional music instrument, audio equipment, imagery data and many others, but the utilization rate of those equipments are very low since most child care teachers feel uncomfortable about Korean traditional music education. Fourth, 83% of teachers, who teaches Korean traditional music, are guest teachers and 88% of them are expert instructor, who received Korean traditional music education. Thus, it is somewhat difficult for child care teachers to provide Korean traditional music activity and the preception is that only teachers who are majored in Korean traditional music can provide such education. Fifth, child care teacher who belongs to Seoul city can receive Korean traditional music education from three different internet based education centers and five Korean traditional music education organizations which provides government's financial support but 25 child care education centers did not provide any kind of education on such subject. Therefore, it is extremely difficult for child care teachers to find an organization which provides education on Korean traditional music even if they have the willingness to learn about them. Sixth, toddlers showed interest on Korean traditional music activity just by appreciating the music and they showed positive reaction when physical, language and art is integrated with Korean traditional music activity. Thus, it proves that educating toddlers with Korean traditional music is possible because they do not have fear or feel difficulty when learning Korean traditional music instead they actually enjoy it. As a result, this study proposes following solutions to improve quality of Korean traditional music activity by child care teachers. First, it is necessary to make Korean culture and tradition program as a mandatory class for early childhood education major students and child care teacher institute students. Thus, changing the perception towards Korean traditional music being something that is very difficult. Second, 25 child care information centers which is operated by Seoul city offers art, book art, ukulele, and variety of other educations to child care teachers but if they create Korean traditional music program, it will bring many positive effects. In order to do that, variety of musics, Korean traditional music instruments, and teaching tools must be prepared and utilized. Third, if Korean tradition and culture program's teaching method besides language, art, melody, physical, hand operation, and science area is offered in "Continuing Education Program" to child care teachers, they can easily approach to Korean traditional music.
