국내에서는 교육과학기술부의 그린스쿨 사업 일환으로 학교 건축물에 대한 내진 성능 확보를 위한 사업이 꾸준히 진행되고 있으나 전반적으로 보면 일부 공동주택에 대한 내진 성능 평가 및 보강을 위한 연구가 시작 단계에 있을 뿐, 다른 용도의 건축물에 대해서는 거의 연구가 진행되지 않고 있는 실정이다. 그러나 국내 중저층 근린생활시설들은 대부분 1970 ~1990년대 초반에 지어진 6층 미만의 건축물로서, 국내 처음으로 1988년 내진설계기준이 건축법 시행령 제16조로 마련되었으나 이 내진설계 기준은 6층 이상의 연면적 100,000m 이상의 건물에만 해당되므로 대부분의 건축물은 내진설계가 적용되지 않았다.
우리나라에 존재하는 건축물 중 가장 많은 분포를 차지하는 중소규모 건축물들은 내진설계기준이 적용되어 있지 않아 지진발생 시 피해 또한 엄청날 것으로 예상된다. 따라서 이러한 내진설계가 반영되지 않은 건축물에 대한 내진성능평가 및 보강에 대한 평가가 절실하게 필요하다.
본 연구에서는 내진설계 미적용 대상 도면을 국내에서 약 320개 수집 하여 구조형식별, 용도별로 분류하였고, 이중 내진 성능평가에 적합한 대표도면을 바탕으로 제 3장에서 조적조의 단독주택 1동(MA-1), 제 4장에서 내력벽 없는 철근콘크리트 라멘조의 근린생활시설 2동(RC-1. RC-2), 제 5장에서 COER WALL있는 철근콘크리트 라멘조 근린생활시설 2동(RW-1, RW-2)을 대상으로 내진성능평가를 수행하였으며, 제 6장에서 구조형식별 결함요인을 파악하고 RC-1을 대상으로 보강 후 성능을 평가하였다.
국내 기준(소방방재청, 시설안전공단) 및 일본내진진단기준의 내진성능평가를 통해 내진설계가 되어있지 않은 건축물을 분석하였고, 구조형식별 결함요인을 분석하여 벽체, 가새, 댐퍼의 적절한 보강방안을 검토하여 다음과 같은 결론을 얻었다.
(1) 2층 단독주택인 조적조 건축물의 내진성능평가 결과
① MA-1의 1차 내진성능평가 결과, 2층은 양방향(X,Y방향) 모두 인명안전 수준으로 나타났다. 1층 X방향은 DCR(요구에 대한 성능의 비) 1.65로서 붕괴위험수준으로 평가되어 건물 전체는 붕괴위험 수준으로 볼 수 있다.
② 소방방재청 기준에 의한 MA-1의 2차 내진성능평가 결과, 2층 X방향은 붕괴방지, Y방향은 인명안전 수준으로 나타났고, 1층 X방향은 붕괴위험, Y방향은 붕괴방지 수준으로 평가되었다. 따라서 건물 전체는 붕괴위험 수준으로 볼 수 있다. 한국시설안전공단 기준에 의한 MA-1의 2차 내진성능평가 결과, 각 부재의 연직하중부담률이 60%로서 붕괴방지수준(80%)을 만족하지 못하므로, 붕괴위험 수준으로 평가되었다.
③ MA-1의 비선형 정적해석을 통한 3차 내진성능평가 결과, X방향 소성힌지 붕괴위험, 층간변위 인명안전 수준으로 나타났고, Y방향 소성힌지 인명안전, 층간변위 즉시거주 수준으로 평가되었다.
(2) 중저층 철근콘크리트 라멘조 건축물의 내진성능평가 결과
① RC-1의 1차 내진성능평가 결과, 구조내진지표에서 제시하는 값이 0.8보다 작아서 불안전한 결과로 나타났다.
② RC-1의 2차 내진성능평가 역시 4층을 제외한 전층이 구조내진지표에서 제시하는 값이 0.6보다 작아서 불안전한 결과로 나타났다.

This study analyzed some non-seismically design buildings through seismic performance evaluation based on Korean criteria(National Emergency Management Agency, Korea Infrastructure Safety & Technology Corporation) and Japanese seismic diagnosis criteria, analyzed defect factors by structure types, and reviewed a proper reinforcement plan for walls, braces and dampers to obtain the following conclusions.
(1) Seismic performance evaluation result of a masonry building, a 2-story detached house
① As a result of the 1st seismic performance evaluation for MA-1, the second floor appeared to be safe for human life in both directions (X, Y direction). The first floor was evaluated to be at a collapse risk with DCR(the ratio of performance to demand) 1.65 in the X direction, so the whole building can be regarded to be at a collapse risk.
② As a result of the 2nd seismic performance evaluation for MA-1 according to the criterion of National Emergency Management Agency, the second floor appeared to be at a collapse prevention level in the X direction and safe in the Y direction, and the first floor was evaluated to be at a collapse risk in the X direction and at a collapse prevention level in the Y direction. Therefore, the whole building can be regarded to be at a collapse risk.
