최근 문화재에 대한 시민 사회의 이해와 관심이 점차 높아지면서 지속가능한 문화유산의 활용정책이 주요 과제로 부각되고 있다. 그동안 문화재의 보존과 활용은 문화재정책의 기본 축으로서 기능하여 왔다. 특히 시대의 흐름에 맞는 문화재정책의 요구에 따라 지속가능한 정책 요소로서 문화재의 적절한 활용은 문화재의 바람직한 보존을 위한 중심적 과제로 인식되고 있다. 국제무대에서 각국의 생존경쟁은 날로 치열해지고 있다. 이에 따라 자국의 전통 문화유산을 국제사회에 보급ㆍ선양하여 국가이미지를 제고하고 나아가 국가 경쟁력을 강화해야 하는 정부의 역할이 점점 강조되고 있다. 특히, 전통문화의 현대화와 문화예술의 선진화를 통해 국가에 대한 경제적 기여는 문화산업이 국가경제에 공헌하는 원동력이다. 문화가 삶의 질을 높이고 국민화합의 역할을 해주며 나아가 문화외교를 통해 국제사회와의 소통을 증진시키는 것이다. 문화재는 우리 문화의 가장 중요한 핵심 원천으로서 다양한 문화적 가치의 창조, 변형, 확산, 융합의 근간이라 할 수 있다. 문화재 활용은 기본적으로 문화재를 대상으로 이루어지며, 문화재란 한 민족의 가치와 고유성을 대표하는 ‘최고의 상징가치’라고 규정할 수 있다. 문화재의 ‘보존’과 ‘활용’은 문화재 정책의 양대 축을 이룬다. 최근 문화재 향유 활동이 보편화되면서 활용 측면의 중요성이 정책적으로 중요해지고 있다. 지속 가능한 정책 요소로서 문화재의 적절한 활용은 바람직한 문화재 보존을 위한 중심과제로도 인식되고 있다. 뿐만 아니라 문화콘텐츠 시대에 즈음하여 문화재 활용을 통한 사회ㆍ문화ㆍ경제적 효용과 지역의 문화자원으로서의 새로운 가치 창출과 향유ㆍ소통에 관심이 모아지고 있다. 이러한 정책적 환경 속에서 조선시대 궁궐과 종묘는 오늘날 역사의 장을 넘어 과거 국가통치의 공간에서 새로운 역사적 임무를 부여받고 있다. 그 중 핵심은 바로 문화관광이라 할 수 있다. 한 해 수백만 명의 관광객이 궁궐과 종묘를 찾아오고 있어 그 속에 내재된 역사문화를 오늘날의 문화콘텐츠로 재해석하여 구현하는 작업은 궁궐ㆍ종묘의 역사문화적 특성을 반영하여 추진되어야 한다. 그래야만 궁궐과 종묘의 본래 모습을 방문객에게 쉽게 이해시킬 수 있기 때문이다. 우리 민족이 이루어낸 최고의 문화유산인 궁궐ㆍ종묘를 다시 되살리고 본연의 가치와 의미를 전달할 수 있는 관광자원 활성화 방안과 종합적인 중장기 활용정책 수립이 필요하다. 특히 한국관광공사가 실시한 2010년 외래관광객 실태조사 결과에 보면 가장 인상 깊은 방문지로 ‘명동’과 ‘고궁’을 선택하였다. 고궁은 이제 외국인들의 한국 방문 시 필수코스로 각광받는 한국의 대표적인 문화유산으로 자리매김하였다 서울의 4대궁궐(경복궁, 창덕궁, 창경궁, 덕수궁)과 종묘는 유네스코세계유산(문화유산)으로 등재된 창덕궁ㆍ종묘를 비롯하여 국보인 경복궁근정전ㆍ경복궁경회루 등 54건의 지정 문화재를 보유한 고품격 관광자원으로 내ㆍ외국인이 즐겨 찾는 관광명소이다. 궁궐은 왕이 살았던 곳으로서 왕의 일상생활과 대부분의 공식적인 활동이 이루어졌으며 조선시대에는 정치와 행정의 중심이라 할 수 있으며 종묘는 역대 왕과 왕비의 신주를 모신 국가사당인 동시에 왕실사당이었다. 또한 조선의 왕권을 대표하는 궁궐 건축은 당대 최고의 자재와 기술로 이루어졌으며 왕과 왕의 가족 뿐 만 아니라 궁녀, 노복, 관원, 군인, 내시 등 다양한 신분과 여러 계층의 사람들이 활동하던 공간이었다. 서울은 조선의 한양 천도 이후 오늘날까지 수도로 기능하고 있으며 조선의 왕이 기거했던 궁궐은 수도 서울의 600년 역사와 문화를 대표하는 자원임에 틀림없다. 문화유산은 문화관광의 핵심적 요소로서 세계적으로 각국에서 문화유산을 활용한 관광자원화의 노력이 증대되고 있다. 한국의 궁궐ㆍ종묘는 후손들에게 소중히 물려줘야 할 문화유산이며 동시에 우리나라를 대표하는 문화관광자원으로서 문화강국 관광한국으로서의 국가이미지 제고에 기여할 수 있다. 이에 따라 본 연구는 조선왕실의 대표적인 문화유산인 궁궐과 종묘가 관광자원으로서 활성화를 위한 활용실태를 분석하고 기존 궁궐ㆍ종묘 활용사업의 문제점과 개선방안을 제시하고 관광자원 활성화를 위한 종합적인 중장기 정책방향을 제시함은 물론 지속가능한 활용방안을 찾고자 시도하였다 본 연구에서는 궁궐ㆍ종묘 문화유산의 가치와 활용 현황, 수요자 요구, 대외 환경 변화 등을 종합적으로 분석하여 향후 궁궐 문화유산 활용의 기본방향을 수립하고 보존과 조화된 활용, 궁궐ㆍ종묘의 가치와 이미지 제고, 고부가가치 창출을 위한 추진방안을 제시하기 위해 관계전문가 20명을 대상으로 심층인터뷰를 실시하였다. 실증분석을 통해 궁궐과 종묘가 닫혀있고 보존만 하는 문화유산이 아닌 문화관광자원으로 적극적인 활용을 통한 국격 제고의 원동력임을 확인하였다. 또한 활용사업 중 프로그램의 선택과 집중 그리고 추진전략에 대해 기록문화의 전통으로 남아있는 조선왕조실록, 조선왕실의궤의 기록을 참고하여 공간별 역사문화적 특성을 살린 차별화된 특화프로그램 개발과 본래의 기능과 역할을 전달할 수 있는 관람콘텐츠 확대를 우선적인 추진방향으로 제시하였다. 본 연구를 통해 궁궐ㆍ종묘의 관광자원 활성화를 위해서는 활용정책의 중장기 종합계획 마련과 예산 및 인력의 확충, 통합관리조직으로 조직 개편이 이뤄져야 한다는 것을 도출하였다. 궁궐ㆍ종묘의 관광자원 활성화 방안에 대해서 궁궐과 종묘는 한국의 대표적인 문화유산으로 문화국가로서의 국가이미지 제고의 원천이다. 2009년부터 문화재청 주도로 궁궐ㆍ종묘의 활용사업이 가속화되어 올해로 5년째를 접어든다. 조선시대의 역사문화를 활용하여 궁궐ㆍ종묘를 살아숨쉬게 함으로써 관광자원으로 가치가 극대화되는 것이다. 이 같은 실증분석을 바탕으로 향후 정책방향을 제시하였다. 첫째, 일반적인 관리운영 계획을 포함한 5개년 또는 10개년 단위의 지속가능한 중장기 계획 마련이 필요하다. 둘째, 활용사업의 핵심인 연구기능 수행을 위한 연구직 확충과 콘텐츠 기획 전문위원 등의 전문인력 확충이다. 셋째, 4대궁궐ㆍ종묘와 사직을 포함한 전담 통합관리조직으로의 개편이다. 넷째, 한국 문화의 우수성과 독창성을 자연스럽게 소개할 수 있는 기회인 국빈 방한 시 환영만찬 장소로 궁궐을 활용할 것을 제안한다. 이상에서와 같이 현황 분석과 실증 조사를 통해 외래관광객 1천만 명 유치 시대를 맞이하여 궁궐ㆍ종묘는 한국관광의 핵심적인 문화유산임에 틀림없다. 또한 한국의 이미지를 제고하는 고품격의 문화관광자원임을 확인할 수 있었고, 향후 관광자원 활성화를 위한 정책방향 수립의 기초자료로 활용할 수 있을 것이라 판단된다. 본 연구의 분석결과는 향후 관광자원으로서의 활성화를 위한 정책 수립에 시사점을 제기해 주고 있다. 앞서 언급한 몇 가지 정책적 제안들을 추출할 수 있었다. 이 같은 제안은 궁궐ㆍ종묘의 관광자원 활성화를 위한 중장기 계획을 수립하는데 실제적으로 도움을 줄 수 있다는 점에서 의의가 있다고 하겠다. 앞으로 본 연구를 통해 궁궐ㆍ종묘의 관광자원 활성화 방안과 관련된 심도 있고 세분화된 연구가 활발하게 이루어지고, 이를 통하여 궁궐ㆍ종묘가 전 세계인이 향유하는 문화유산으로 거듭날 수 있는 연구가 지속되길 바란다.

As civil society’s understanding and interest in cultural heritage have gradually increased recently, sustainable application policies of cultural heritage come to the fore as a crucial issue in the circle of tourism industry. So far, the preservation and Application of cultural heritage have functioned as a basic axis of cultural asset policies. In particular, with the demand of such a cultural asset policy that is appropriate for the stream of times, proper Application of cultural heritage as a sustainable policy element has been perceived as a core issue for the desirable preservation of cultural heritage. On the international stage, every nation’s struggle for existence has become severe day after day. On this account, government’s role to distribute and enhance traditional cultural heritage in international society, heighten national images, and strengthen national competitiveness has been gradually emphasized. Especially, cultural industry’s contribution to national economy based on the modernization of traditional culture and the advancement of culture and art is a driving force for the development of national economy. It is because culture improves quality of life, plays the role of achieving national reconciliation, and increases communication with international society via cultural diplomacy. Cultural heritage is the most important source of domestic culture and seems to be a basis of creation, transformation, diffusion and convergence of various cultural values. Application of cultural heritage focuses on cultural heritage, and cultural heritage seems to be defined as ‘a supreme symbolic value’ that represents national values and characteristics. Two axes of cultural asset policies are preservation and Application of cultural heritage. As the enjoyment of cultural heritage is becoming more common recently, the importance of its application increases from the aspect of policies. Proper Application of cultural heritage as a sustainable element of policy is perceived as a core issue for the desirable preservation of cultural heritage. Furthermore, with the advent of a cultural content era, people’s interest in the social, cultural and economic utility of cultural heritage and in the creation, enjoyment and communication of new values as local cultural resources increases on the basis of Application of cultural heritage. In this circumstance of policy, palaces and Jongmyo (the royal ancestral shrine) of the Joseon Dynasty are assigned a new historical mission from the aspect of a national reigning space of the past, beyond the present scenes of history. The core of the mission seems to be culture and tourism. The palaces and Jongmyo where enshrine history and culture attract millions of tourists every year. The history and culture can be reinterpreted and created as cultural contents of today by reflecting historical and cultural characteristics of the palaces and Jongmyo. It is because only doing so, foreigners could easily understand the original looks of the palaces and Jongmyo. In order to revive the palaces and Jongmyo, the best national cultural heritage, and deliver their inherent values and meanings, it is necessary to work out an activation plan and a comprehensive middle- and long-term application policy for tourist attractions. According to Korea Tourism Organization’s survey on the real conditions of overseas tourists in 2010, most impressive attractions were ‘Myeongdong’ and ‘Royal Palaces’. Now, a royal palace has become a representative cultural asset of Korea, which is a must for foreigners' sightseeing in Korea. Four palaces (Gyeongbokgung, Changdeokgung, Changgyeonggung, Deoksugung) and Jongmyo (the Royal Ancestral Shirne) in Seoul, which have 54 designated cultural heritage, such as Changdeokgung and Jongmyo (UNESCO World Heritage sites), and Geunjeongjeon Hall and Gyeonghoeru Pavilion of Gyeongbokgung (National treasures), are high-class tourism resources and popular domestic and overseas tourist destinations. A palace is the place where the king lived and his everyday life and official activities were carried out. In the Joseon Dynasty, a palace seemed to be a center for politics and administration, whereas Jongmyo was a national and royal shrine which enshrined the spirit tablets of the deceased kings and queens. Constructed with the best materials and skills of the time, royal palaces of the Joseon Dynasty symbolized the sovereign power and was a living space in which people in every walk of life, including kings and their families, court ladies, servants, officials, soldiers and eunuchs, carried out their activities. Since Joseon moved the seat of government to Hanyang (today's Seoul), Seoul has functioned as a capital city up to date and its palaces in which the kings of the Joseon Dynasty lived are representing resources of 600 years’ history and culture of Seoul. Cultural heritage is key elements of tourism, and efforts of utilizing cultural heritage as tourism resources have increased worldwide. The palaces and Jongmyo are not only valuable cultural heritage that must be handed down to future generations but also culture and tourism resources that represent Korea, and can contribute to the enhancement of national images as a culture-oriented tourism power. On this account, this study examined the actual conditions of application of the palaces and Jongmyo, representative cultural heritage of the Joseon royal family, as tourism resources, presented the problem and improvement plan of existing application business of the palaces and Jongmyo, suggested the comprehensive middle- and long-term direction of policies to activate tourism resources, and attempted to find out a sustainable strategy of utilizing them. This study analyzed the values, actual application conditions, consumer demands and external environment changes of cultural heritage of the palaces and Jongmyo comprehensively and then established basic direction of application of them in the future. And in order to present the direction of execution for preservation and harmonized application of the palaces and Jongmyo, enhance their values and images, and create their higher added values, this study carried out an empirical analysis using a focus group interview of 20 experts related to. Through an empirical analysis, the author found out that the palaces and Jongmyo are not a merely closed and preserved cultural asset but a driving force of enhancing national status via their active application as culture and tourism resources. In addition, by referring to the Annals of the Joseon Dynasty (Sillok) and the Royal Protocols (Uigwe), two kinds of archival culture of tradition, for the selection, concentration and execution strategy of programs of application business of the palaces and Jongmyo, the author suggested the development of discriminated and specialized programs that activating their spatial/historical/cultural characteristics, and the expansion of watching contents that could deliver their inherent functions and roles, as preferential execution directions. Study findings presented that in order to activate the use of the palaces and Jongmyo as tourism resources, it is necessary to establish middle- and long-term comprehensive plan of its application policies, expand budget and personnel, and reshuffle organizations. As the above analysis on real conditions and empirical examination show, the palaces and Jongmyo are surely the key cultural heritage of Korean tourism at the times of attracting 10 million overseas tourists. In addition, they are high-class culture and tourism resources that enhancing Korean images. Study findings can be used as basic data on the establishment of policy directions in the future in order to activate tourism resources. Study findings also present several suggestions for the establishment of activation policies of the palaces and Jongmyo as tourism resources in the future. This study could draw several policy suggestions as aforementioned. These suggestions are seemingly meaningful in that they can provide practical help to the middle- and long-term activation plan of the palaces and Jongmyo as tourism resources. And in order to present the direction of execution for preservation and harmonized application of the palaces and Jongmyo, enhance their values and images, and create their higher added values, this study carried out an empirical analysis using a focus group interview of 20 experts related to. Through an empirical analysis, the author found out that the palaces and Jongmyo are not a merely closed and preserved cultural asset but a driving force of enhancing national status via their active application as culture and tourism resources.
