Thus, culture is not the exclusive property of certain people, and does not originate from a certain city. The boundaries separating culture creation and culture consumption have collapsed, and the cultural creator and consumer have become one. The expansion of the individual’s right and opportunity to express him or herself demolished the dichotomy between high-level culture and low-level culture, and lessened the gap between classes in their enjoyment of culture. Individuals and community are assumed to get accustomed to new things and be able to change the reality in rapid environmental change through creative imagination and originality. Based on this, endeavors were made by individuals to use their creativity to contribute to the development of society by strengthening cultural competence. Amateur art activity communities were built on this cultural and social base. A few conclusions were reached through in-depth interviews with the officials of foundations and the beneficiary art organizations on the criteria for amateur art activity support based upon the purposes of this study. Spontaneity, autonomy, sustainability, creation of social value, and identity of region were presented as the most important criteria for amateur art activity support. Also, an indirect support method such as space or network support should be adopted as a supporting method because direct support can have side effects, such as hindering spontaneity. These criteria were found to be critical in selecting and assessing amateur art organizations. When assessing beneficiary organizations, it was confirmed that assessment of process and quality, not assessment of quantity, is entailed along with these criteria. It was found from the feedback on support that communication and publicity such as consulting, workshop, and support for vitalization of networks were most needed, and limiting continuous support was not necessary. Suggested improvements overall in the business of cultural support include the simplification of accounting, the development of a different budget system and a support program from professional art community support, the acknowledgment of the differences in the paradigm of the amateur art genre and professional art, education to improve the awareness of citizens, and transparency of process, etc. The general environment related to cultural policies is going to change continuously in the future. With these changes, discussions on many different levels will be ongoing to establish and implement proper cultural policies, and follow-up responses will be produced. There will be many changes.
