Annual spending for English language education, as the world’s best, amounts to as much as 7 trillion won per year in Korea. However, English reading skill of Korean students ranked the 35th and English speaking skill ranked the 121st in the world in spite of the expenditure. Korean students' English language skills ranked the 44th among 55countries in IMD’s national competitiveness report in 2007, and ranked the 19th among 20countries in the result of IELTS sponsored by the University of Cambridge and the British Council in 2008. It is necessary to look back the situations of English education that Korea is facing now. While the Ministry of Education continued to policies for English education without actual effect, our society continued to repeat unnecessary controversies and has increased the social fatigue due to English education. Hence this study is to find out an efficient plan of public education for elementary school English education by considering desirable attitudes of teacher, students and parents. To do this, this writer carried out questionnaire targeting teachers, students and parents in 11 elementary schools located in Gyeonggi-do. Through the investigation this writer exacted present situations of elementary English education, demands of teachers, students, parents, and finally suggested remedial measures. The collected data were analyzed using SPSS 12.0 statistical program, and frequency (N) and percentage (%) were calculated to identify characteristics per background variable. And chi-square test, analysis of variance and multiple response analysis were also carried out to validate the difference per variable. The problems and the activation plan derived from analysis results are as follows. First, increase the utilization efficiency of native teachers. It would allow to increase students' adaptability to real life while listening to native speaker’s informal and natural utterance. The educational efficiency of students can much increase by actively utilizing native teachers together with Korean teacher in charge. Second, find problems of early English education and therefrom, effective measures for them. One of the problems of studying foreign language from an early age that children may be ignorant of their own language. So countermeasures are necessary for this. Third, improving the quality of elementary school English teacher is urgent. The problems of English education in Korea lies in teacher training course as well. Thus teachers shuld be given more opportunities to participate in training course and to grt more intensive training. Fourth, the development of learning materials is required. Use the CAT system utilizing the smart devices. When teachers are aware of the importance and the effectiveness of extensive reading in English education, the CAT system utilizing smart devices can be used as the basic data that provide informations on reading ability of students. In addition, instructions using games, songs, stories, role plays and videos are required. Fifth, efficient English class should be operated. English lesson hours per week in accordance with the grade should be increased by reforming English curriculum. The effects of early English education, the suppression or reduction of a huge educational spending for the private education and the recovery of the importance of public education can be obtained by enhancing elementary English education according to realistic and social needs. The conclusions based on the results of this study is are follows. First, make English a way of life by creating an environment where students can speak English frequently. Second, bilingual speaking ability that commands both English and Korean should be strengthened. Third, create school atmosphere to allow native English teachers to adapt to Korean culture naturally and make native English teachers feel as a member of the school community while enables them to have a sense of responsibility and self-esteem for their role and status. Fourth, high-quality English education should be provided for all students without discrimination by focusing more on raising the educational capability and the professionalism of teachers.
