With the restructuring of the construction industry, activation of private investment, and increased awareness of CM as the primary growth indicators, the market is forecast to grow to 2 trillion KRW by 2018. We evaluated each of these risk factors according to the problems it can lead to, and determining the most effective course of action to avoid these problems. Our research resulted in the development of a comprehensive Construction Management Risk System(CMRS) adhering to the proposed standard operating system. The major results of the research are summarized as follows. First, through the analysis of the long-term construction industry downturn, we developed various survival and adaptation strategies. We focused specifically on the importance of risk management for the long-term stability and viability of CM companies by comparing and analyzing the responses of domestic companies to the influx of major international CM companies, which suggested the need for the implementation of a systematic and efficient risk management system. This study also looked at previous research on risk management systems in an attempt to find the optimum risk management strategy for CM companies. Second, to find the most important risk factors, we consulted with the executives and staff responsible for site operations, and conducted a survey on the derived risk factors. We then conducted a risk evaluation analysis to determine the importance, frequency of occurrence, and detection susceptibility of each risk factor and extracted the six most critical factors for site operation management. Third, we targeted the operation managers of each CM company, and surveyed the risk management status of each company. From this information, we were able to derive the subsequent problems so as to utilize the basic data for the analysis of the management process for each risk factor. We also looked at how the previous risk management strategy dealt with the problems of each risk factor and focused on its inefficiencies and ineffectiveness. Plans to improve the work process were verified by each company's site operation managers and then implemented to gather the basic data for the development of an effective risk management system. Fourth, this study looked at various risk management systems by analyzing the status of both domestic and international risk management systems. This research gave us the necessary data to suggest using ERD(Entity Relationship Diagram) to analyze each company's risk management system and information process as well as to configure each system's functionality and operational details. Using the six risk factors analyzed in this study, we were able to design an effective risk management system and configure the optimum work flow and user interface for the system model. Fifth, to verify whether or not the introduction of the CMRS system can improve problems occurring during site operations, we surveyed the field operation managers, executives, and staff of a number of CM companies. Based on the implementation of the CMRS system suggested in this study and the results of the survey, we found that many CM companies' risk management systems had no clear management criteria or user manual, so initial responses to problems were often confused, with a lack of standardization and clarity that led to ineffective problem solving. However, with the implementation of the CMRS suggested in this study, smoother work processes, better record keeping, and a clearer delegation of responsibilities in establishing an early response system for legal disputes resulted in improved efficiency for each CM company.
