Abstract Culture and Development: The Case of the Philippines Eden L. Rizardo Department of Asian Studies The Graduate School of Sejong University Observable among societies’ economic success or failure are traces of cultural influences, showing that cultural factors have enormous impact on economic development though not often given the exploration it deserves. A case in point is the Philippine economic decline in the second half of the 20th century and its difficulty in reentering the industrial growth club—a puzzle attempted to be explained by its geographical constraints, bad economic policies, weak institutions, political instability and corrupt leadership—all proven unconvincing however. Looking beyond the horizon, the Philippines is found to be experiencing the same economic outcomes as that of Latin American countries with which it shares one major commonality: its Spanish-Catholic heritage. This paper attempts to explain and advance that solving the Philippine economic puzzle can be improved by looking into its cultural similarity to Latin American countries rather than its geographic proximity to Asia as their Ibero-Catholic colonial history may have culturally influenced and driven their economic histories to retrogress. Albeit slowly, culture can change, hence, if cultural values are fundamental obstacles to progress—if they help explain the intractability of the problems of poverty in both regions and the rest of the Third World, the promotion of progressive cultural change is indispensable. However, the process of cultural change is far more complex, involving not the elimination of a historic culture, but the gradual readjustment of the same toward progress. Hence, this paper does not aim to criticize nor put down the culture in focus, rather it is an “existential approach to the region where I came from and which I dearly love… that I want it to advance to new levels of human fulfillment, closer to those in developed countries.”
