In this article, I will delve into the current military competition between the United States of America (the US) and China and their subsequent effect on the security of the Republic of Korea (South Korea). My aim is to propose the directions for future development on South Korea's national defense policy and military strength. After the Cold War, the US has became and maintained the status as the most powerful nation in the world leading the 21st century warfares and international system. The US's hegemony has been built upon its control over international politics, diplomacy and economics, combined with military power covering maritime, air, aerospace and cyber space. However, its severe budget deficit and counterproductive warfare have forced the USinto economic slowdown revealing the limit of US hegemony. Consequently, this has provided a chance for China to be stood out in number of areas in comparison to the US. China had been focusing on its own economic development without interfering with the US-led international issues even when it was discontented with how the US handled such matters. However, China is now vocally expressing its discords against the US policies and strategies in politics, economics and military. Even though China has publicly denied its' intention to rival the US, it is evident that China has strived to expand its'power base as it has successfully reduced the US's monopolistic influence on a number of areas. North Korea's provocations, previously discussed among North Korea, South Korea and the US, now has China as an additional party and are mainly dealt between the US and China. And it is a new challenge for South Korea, whose national security policy, under the Korea-US Alliance, has been organised around ground forces against North Korea. It is a new challenge for South Korea to deal with North Korea's current and future threats under this new US-China rivalry, which requires changes in a number of areas. After the Korean War, South Korea's national defense policy has been organised around ground forces per the ROK-US Defense Agreement. After establishing ROK-US Combined Forces Command in November 8, 1978, the US and South Korea agreed that for the security of the Korean peninsula, ground forces would be led by South Korean army while air force, navy and advanced intelligence units to be supported by the US. This organisation structure and command and control system have been maintained ever since. The fundamental base of all national security analysis is military power. As such, in this article, I will analyze military's role (and changing military strategies) in the power struggle between the US and China and how that competition affects South Korea's national security. My aim is to provide development directions for South Korea's national defense policy and military power so that South Korea can finally break out from its ground-centric, North-Korea only national defense policy. I have based my study on the theories by Gilpin and Organski. In addition, I have studied US military's role in securing and maintaining hegemony and its military reforming process as well as Chinese military's roles and reforming process. Lastly, I have considered the changes in security environment on the Korean Peninsula and proposed development directions on South Korea's national defense policy. The post Cold War era saw increases in cross-border economic interdependency in The North East Asia region, however competition has not been subdued due to differences in national interests. The US and Japan's concern over China's national power have surfaced and there are many potential elements of conflicts including North Korea's nuclear/missile, national territory, natural resources and environmental issues, all of which convinced the concerned parties to pursue the strengthening of military power. Thus, South Korea's security and unification condition are still in a state of uncertainty. Since the establishment of the international community, we have realized that national safety is the only element that can guarantee a nation's existence and happiness, and it will continue to do so as long as the international society exists. South Korea should not forget the fact that it had lost the sovereignty repeatedly by neighboring countries due to its geographical disadvantage. Even without the threats from North Korea, potential and/or actual threats always surround South Korea. As the famous Latin quote by Vegitus, "If you want peace, prepare for war", South Korea needs independent and cooperative security capability which enables it to flexibly respond against neighboring countries'military threats. South Korea needs to strengthen its military readiness posture based on advanced weapon system to effectively respond against potential military threats including North Korea. Therefore, South Korea must educate the public to understand that national security budget is not a waste of money but is a productive means to develop the country and enhance national interest. South Korea must strive to be reborn as a trusted and proud military organization. Furthermore, South Korea needs to closely monitor and predict whether the military rivalry between the US and China will result in actual power transition. South Korea must not overlook a rising power and face tragic consequences as it had done repeatedly over the course of its history. To serve this purpose, in-depth analysis on changes in international scenes and the power struggle between the US and China must be conducted.
