In order to guarantee its security, the ROK established the Mutual Defense Treaty with the US and agreed to the SOFA and other agreements. During this period, military autonomy was sacrificed for maintaining national security. In the second period, from the late 1960s to the late 1980s, the ROK-US Combined Forces Command (CFC) was established, ushering in a period of joint military command. The ROK and US also regularized the annual security consultative meeting (SCM) and other arrangements, establishing and utilizing a system of security cooperation. In line with its economic development, the ROK graduated from the beneficiary of the US foreign military sales (FMS) program in 1986. Moreover, through successful execution of the “Yulgok Projects,” or force improvement plans, to procure advanced military weapons and modernize the armed forces, the autonomy of the ROK armed forces was enhanced both in its defensive capabilities and operational capacity.
