The purpose of this study was to develop an intervention model for the school counselors' application to the school-refusal students, and to examine the practical effects of the model. To solve this problem, based on the concept of understanding the phenomenon of students refusing to attend school, the counselor-centered short-term intervention model was developed. Particularly, the model includes not only a direct intervention in the school-refusal students but also in the teachers and parents, who will be of great help to the counselor's intervention. The model was composed of 4 steps: preparation, intervention, development, and completion steps. With the application of basic crisis intervention steps ― those of preparation, intervention and completion ― the development step was added to them. At the preparation step, to make a basic counseling environment, a client is connected and the day for the counseling is destined. At the intervention step, together with the direct intervention in the school-refusal student, counseling and advisory activities for both parents and homeroom teachers who are supposed to be helpful are carried out. The development step, which is the step of examining the student's normal attendance at school, is to prepare, after the examination of practical attendance situation just before the intervention, the finishing step. At the completion step a concluding activity including the guidance about the follow-up counseling and outsourcing is carried out. For the convenience of intervention at school an application manual was developed. The manual comprises the range of the counselor's role, the contents of his activities, the necessary forms, and the questions to be used in counseling. All these intervention points are arranged so that the counselor may use them within his discretion. In the case of individual counseling, which is the core of the intervention step, the steps of search, plan, and evaluation, all of them being the reconstruction of short-term individual counseling model, are applied. To test the effects of the short-term prevention model, this model was applied to four high school students who were refusing to go to school. They had been truant for more than 20-30 days. After having been applied to the model, the students showed meaningful changes in their school refusal tendency, in their intention of dropout, in their subjective sense of happiness, and in their academic adaptation. Actually, at present, they have come back to school, leading a normal life. Thus, the model, when applied practically at school, is expected to be generalized. Having been constructed on the rationale and by the consideration of the counselor's experience and demand at school, and also verified to be effective, immediate generalization of this model is thought to be possible. The model, by solving school-refusal students' problems and by expanding their perspective, is expected to help the dropouts overcome their crises shortly and lead a healthy school life. The model is also supposed to enable a school counselor to offer counseling and guidance more effectively to school-refusal students. In addition, by overcoming difficulties in counseling, the counselor is expected to gain both confidence and professionalism.
