Korea's universities has a history of about 20 years in the field of cartoon and video in Korea. Their history is short when compared with other fields; however, it is believed that they have performed the role as a higher educational institution for education, arts, development of industrial human resources, etc. The educational scope that the universities have to pursue is substantially wider than apprenticeship, private educational institute type and specialized technical training. Currently, our society wants universities that are an institute of higher education to provide a creative education for human resource development that allows for integrated thinking based on autonomy and creativeness. Based on "the revised subject curriculum 2009" and "Arts Education Act" enacted in 2005, the current art educational policies are supporting it. However, it is believed that verifying and selecting students with potential talent properly should take precedence in order to develop and produce outstanding people. But, it seems that the departments of cartoon and video at the domestic universities have neglected this part a little as compared with other fields. Thus, the author of this study began the study with the purpose of proposing an improvement as to the proprietary procedure and method based on cartoon and video. It is said that talented people desired in the future are those who do things based on autonomy and creativeness. It is believed that its starting point is located inside the individuality and diversity of an educational consumer. The author decided to utilize the current art education policies and university education (domestic and overseas), the cases of leading foreign universities, etc. as the theoretical background. Therefore, the author of this study has referred to such government publications as white papers of cultural policies and the previous research theses that have been conducted based on the curriculum of the Ministry of Education. And it was possible to examine and summarize the flow and direction of education through visiting the homepage of each university (domestic and overseas). To get to the point, the study on the improvement direction for university entrance system that verifies potential talented people has first investigated the entrance system and history of universities and the history and characteristics of university entrance system for cartoon and video. To this end, the study has investigated and referred to the monthly art magazines specializing in university entrance, the previous research theses and the homepage of each university. The author of this study deemed that the most important aspect for the current university entrance system for cartoon and video in Korea was the practice system. Thus, this study has gathered and analyzed for each practice subject from the private educational institutes specializing in university entrance, and sought for problems from the materials required for painting to the expression techniques. This study aimed to derive results as to improvements for the system based on the research above. However, it was difficult to conduct an objectification due to a lack of empirical research. Therefore, the surveys and interviews have been requested to the examination-takers and professors of each university. As for the research on the examination-takers, the total of 162 test-takers (Seoul, Anyang og Gyeonggi-do, Ilsan of Gyeonggi-do, Gyeongsangbuk-do) have been researched based on 1,626 of the nation's cartoon and video examination-takers. As for the interview survey, a written statement interview method was selected for the professors of those universities that allowed for optional practice and the professors of those universities that did not allow for optional practice. As for the interview subjects, there were the total of 5 professors; they were ① Professor Byung Soo Kim of Mokwon University, ② Professor Deuk Pil Cho of Sehan University, ③ Professor Moon Ki Sung of Cheongju University, ④ Professor Ji Ho Shin of Konkuk University. Additionally, the relevant interview information with the professors as to the current practice system was extracted from "Monthly Issue Art & Design", the magazine specializing in art, in order to listen to the opinions of professors as to the current university entrance system for cartoon and video. The interview subjects were the total of 3 professors; they were ① Professor Se Hoon Kim of Sejong University, ② Professor Jong Hyuck Ahn of Konkuk University, ③ Wan Sik Jeon of Hansung University. It was possible to derive the common factors that could verify an integrated and converged thinking based on autonomy and creativeness by conducting a comprehensive research and analysis. In conclusion, it was possible to find out the fact that Korea's education for cartoon, video and art has been developed based on the practice of particular subjects that were required for university education. And it was possible to forecast the fact that such uniform teaching has not sufficiently satisfied the required elements and the elements that verified potential talented people in the art education. It can be regarded that this was caused largely because creativeness, thinking skill and expressing skill of personal emotion that were required for art education and the process required for specific talent test for each major were missing. In particular, there was a concern that the part of verifying the desire for creation of cartoon and video coming from autonomy, individuality, diversity, etc. was very limited. Thus, the author of this study proposed the 4 improvements and measures in order to overcome the problems of current university entrance system for cartoon and video. First, the measure of "Internet member-based long-term management system for examination-takers" was proposed to verify the desire of creation coming from students' autonomy,
