This study started from the recognition of a problem of elementary school arts classes with design education only based on result. Modern society's design is already naturally blend into our daily lives, and importance of design education is also being important. For developed countries, design is selected as a regular course and systemic design classes are proceeded, and through the relevant researches, it is proved that this systemic design classes based on design conception education can be effective for developing talented people with creative thoughts. Thus, the researcher classified design conception techniques into "Attitude thinking techniques, divergent thinking techniques, convergent thinking techniques, practical thinking techniques, critical thinking techniques" (Hwasik Yi, Eunseon Hwang,2009), and teaching plan that can be applied to elementary school's design classes is identified and they are actually applied in actual clases. As a result, conception process had much effects on ability of expressions of elementary school students, and they could make their own creative stories from the complete works, and being out of copying, there were creative and their own works were shown. Thus, it is expected that teachers would be able to increase efficiency of the classes, ability of expression of the students, their interests and achievement by writing a systemic teaching plan with step-by-step thinking techniques before the classes.
