In this context, this study divided the situation caused from overloaded vehicle into administration of road management agency and logistics transport market condition. And then, studied factors that occur within the group and what correlation is at odds between each group. Results of the study in the road management agency, institutional strategy of the control means is ambiguous in operation limit vehicle management.
