Recently, improvements in insulation and the airtight performance of structures have brought about a reduction in energy consumption in cooling and heating buildings. However, the high tightness and insulation of residential buildings have decreased natural ventilation, which acts as a disadvantage in maintaining indoor air quality. Under the rules regarding the facility standard of structures that came into effect through the Ministry of Land, Infrastructure, and Transport in February 2006, installation of natural or machine ventilation facilities, which may obtain a degree of ventilation 0.7 times or higher per hour, became obligatory in apartment houses with 100 or more residential units. Since ventilation facilities were applied to apartment houses, complaints were raised by occupants regarding ventilation facilities with respect to condensation in ventilators and in their surrounding areas. Therefore, it is time to investigate the actual conditions of ventilator utilization by occupants. In this study, the actual state of ventilation facilities was investigated using a survey. The survey was conducted in 200 households, and 78.5% (157 households) were aware of installed ventilators, while 21.50% (43 households) were not. This is judged to be because of a lack of appropriate promotion of ventilation facilities in apartment houses. Among the 157 households, 61.1% (96 households) were using the ventilation facilities, but 38.9% (61 households) were not. Regarding the reason why they did not use ventilators, the percentage of those who responded, “I do not know how to use them,” was 50.8% (31 households), and the percentage of those who answered, “They do not have a ventilation effect,” was 23% (14 households). In addition, 78.1% (75 households) said they “used them when there were pollutants indoors,” and with regard to maintenance, 80.2% (77 households) answered that they “do not clean them at all.” This is judged to be because of a lack of information on the appropriate methods of using ventilators and doing maintenance. When the respondents were asked about what should be improved, the greatest number (37.58%, 59 households) answered that they needed “a manual on how to appropriately utilize ventilators and clean them,” followed by “the need to actively promote and provide education on ventilators” at 29.3% (46 households). This is judged to mean that improvement in ventilation facilities of apartment houses is necessary from the perspectives of the users. Respondents’ characteristics did not influence their degree of satisfaction with ventilators in apartment buildings. In an analysis of their satisfaction according to ventilation method, the differences in ventilation methods—either the ceiling type or the floor type—did not affect the respondents’ satisfaction with ventilators or the details of their satisfaction with them. Therefore, the respondents’ satisfaction with ventilators in apartment houses is judged not to be related to their own characteristics or to differences in ventilation methods. According to the analysis of what should be improved for ventilator users’ satisfaction, the most prioritized matter was “their satisfaction with maintenance (filter and cleaning)” at 46.88%, followed by “their satisfaction with cleanness” at 21.88%. Therefore, for an enhancement of users’ satisfaction with ventilation facilities in apartment houses, maintenance (filter and cleaning) and cleanness should be considered first. Using a survey on the actual state of and users’ satisfaction with ventilation facilities in apartment buildings, this study aimed for an improvement in the appropriate utilization and maintenance of ventilators. Thereby, this study intended to improve complaints by occupants of apartment houses about ventilators and to provide basic data for research on enhancement, from the users’ perspectives.
