최근 우리나라 인구구조 변화의 특징은 급속한 고령화와 베이비붐 세대의 은퇴이다. 2026년에는 고령인구가 20%를 차지하는 초 고령사회로 접어들게 될 전망이며 속도 또한 매우 빠르게 진행되고 있다. 우리나라 산업경제의 주역인 베이비붐 세대들은 2010년부터 서서히 은퇴를 시작했으며, 향후 10년에 걸쳐 산업현장을 떠날 것이다. 고령인구비율의 증가와 함께 베이비붐 세대의 대량은퇴는 노동력감소, 자산시장의 수급불균형 및 재정 건전성 악화로 경제성장에 부정적 영향을 미치며 부동산수요의 감소를 가져올 가능성이 있다. 이들 세대는 금융자산비중보다 현저히 높은 부동산 자산 의존도를 보이고 있다. 따라서 은퇴 이후 고령인구의 노후자금은 금융자산이나 사회보장제도의 의존보다는 보유하고 있는 부동산 자산을 처분하여 이뤄질 가능성이 높다. 이로 인해 부동산 가격에 변화가 나타날 것이며, 주택시장에 미치는 영향 뿐 만 아니라 다른 자산시장에도 영향을 미쳐 이로 인해 경제 전반에 영향이 나타날 것으로 예상된다. 이러한 배경에서 본 연구는 인구구조 변화로 인한 고령비율의 증가와 베이비붐 세대의 은퇴를 중심으로 주택가격에 영향을 미치는 요인들을 이론적·실증적으로 파악하고, 이를 통해 정책적 시사점을 도출하고자 한다. 본 연구는 2000~2012년까지 서울 및 6대 광역시의 연도별 패널자료(총 관측치수 91개)를 사용하여 각 지역별 주택가격의 변화에 어떠한 요인들이 영향을 미치는지 분석하였다. 본 연구의 방법으로는 문헌조사방법과 패널자료 분석방법을 사용하였다. 문헌조사방법에서는 인구변화와 주택가격에 대한 이론적 논의를 살펴보고, 이론적 논의를 토대로 관련 문헌고찰과 본 연구와의 차별성을 검토하였다. 실증분석방법으로는 패널자료 분석방법을 사용하였다. 인구구조 변화에 따른 주택가격은 기존 선행연구에서 지역마다 상이한 결과가 추정됨에 따라 지역별 특성을 반영한 주택가격의 동학성과 이질성을 분석하기 위해 고정효과모형을 이용하여 각 지역별 주택가격 변화를 인구변화, 소득변화, 주택공급변화, 통화량 변화 등의 변수들을 사용하여 모형을 추정하였다. 실질주택가격변화에 대한 설명변수와 인구변화에 관한 변수로 인구증가율, 가구수증가율, 고령인구비율을 사용하였고, 소득변화에 대한 변수로는 경제활동인구증가율, 일인당 소득증가율, 실업률등을 사용하였다. 이외 주택수증가율과 예금액 증가율을 함께 사용하였다. 모형 추정은 인구 변화, 소득변화, 주택공급 및 통화 공급에 대한 변수들의 사용에 따라서 모형을 6개로 나누었다. 추정결과 모든 변수를 고려한 모형6이 모형적합도에서 가장 높은 것으로 나타났다. 분석결과 인구 변화에서 주택가격의 변화에 유의한 변수는 가구 수 증가와 고령인구 비율로 나타났다. 고령인구비율이 1% 증가할 경우 주택가격은 2.45% 하락하였다. 소득변화는 통화 공급과 함께 고려할 경우 유의성을 보였으며, 실업률이 1% 높아지면 주택가격은 4.7% 하락하는 것으로 나타났다. 주택공급은 10% 유의수준에서 주택가격에 부의 영향을 미치는 것으로 추정되었다. 주택시장에 영향을 미치는 소득 변화, 주택공급 및 통화 공급의 변화는 현재의 수준이 그대로 유지된다고 가정한 후 2020년 가구 수와 고령인구비율을 고려한 각 지역별 주택가격변동을 예측한 결과 통화 공급을 고려하지 않은 모형에 비해 통화 공급을 고려한 모형에서 주택가격 하락의 폭이 더 큰 것을 알 수 있다. 이와 같은 연구결과를 바탕으로 다음과 같은 정책적 제언을 도출할 수 있다. 첫째, 가구 수 변화는 주택가격 변화에 중요한 변수다. 향후 우리나라 가구구조의 다양성이 심화될 것으로 전망됨에 따라 주거소비 패턴에 따른 주택공급계획이 이루어져야 한다. 둘째, 고령인구비율이 높아질 경우 주택가격은 하락하기 때문에 고령인구비율을 완화시키려는 정책적 노력이 필요하다. 고령세대 및 베이비붐 세대는 은퇴 후 소득감소로 부동산자산 처분을 통해 노후자금을 조달할 가능성이 높다. 이로 인한 주택공급의 증가로 부동산가격이 하락할 것으로 보인다. 따라서 이들의 생활안정을 위해 임금피크제의 확대, 역모기지제도, 개인연금의 가입확대와 같은 방안을 정책적으로 모색하여 지속적으로 소득이 창출될 수 있도록 해야 한다. 셋째, 고령인구비율이 높아지는 두 번째 이유는 저 출산에 따른 생산가능인구의 감소이다. 저 출산으로 고령화율이 급속히 높아지면서 생산가능인구가 감소하고, 소득과 소비가 줄어든다. 그러므로 거시경제 건전성 악화와 국가재정에도 영향을 끼치게 된다. 고령인구비율이 낮아 질수 있도록 출산장려 정책이 필요하다. 결혼으로 출산한 여성의 원활한 취업활동도움 지원과 주택구입이나 임대시 다자녀 가구에게 지원확대 방안을 다각화 시킬 필요가 있다. 넷째, 소득 변화는 주택가격에 직간접적으로 영향을 미친다. 분석결과 실업률은 직접적으로 주택가격에 부정적으로 영향을 미치는 것으로 나타남에 따라 지역의 고용기회를 확대하고 실업률을 낮출 수 있도록 다양한 정책이 요구된다. 특히 베이비붐 세대가 가질 수 있는 강점을 적극 활용할 수 있도록 은퇴 후 재취업, 사회적 기업 활성화, 정년연장 등의 대책을 마련하고, 국가차원 및 지역적 차원에서 고령인구의 인적자원 생산성 향상 및 일자리창출을 위한 노력이 요구된다. 다섯째, 주택공급은 통계적 유의성은 낮지만 주택가격에 부정적으로 영향을 미친다. 고령인구의 은퇴 후 소비재원 확보를 위해 주택처분이 불가피하다. 부동산 매각이 단기간 내에 집중될 경우 부동산 가치가 급락할 수 있으므로 자산처분 시기를 분산시킬 수 있는 방안을 마련할 필요가 있다. 여섯째, 금융시장을 고려할 경우 고령인구비율이 주택가격에 미치는 영향이 크게 나타남에 따라 금융시장과 주택시장은 밀접한 관련이 있는 것으로 보인다. 고령인구의 은퇴는 저축 및 투자의 감소를 유발하고 경제성장률을 낮추며 소득감소로 가계 금융부채 비율이 증가할 것으로 예상됨에 따라 그 영향은 주택시장 뿐만 아니라 금융시장에도 영향을 미칠 것으로 보인다. 따라서 금융시장과 주택시장의 동학적 관계 및 파급효과를 동시에 파악할 수 있는 연구를 통해 금융시장의 변동성에 대한 모니터링을 강화하여 주택시장으로써의 영향을 조기에 파악할 수 있도록 한다. 마지막으로 통계청(2012)의 장래 인구 및 가구예측에 따르면 지역별로 장래 인구변화가 상이하며, 이는 주택시장에도 영향을 미친다는 것을 알 수 있다. 지역별 소득 변화와 주택공급, 통화 공급의 변화가 없다면 지역별로 주택가격 하락의 정도가 다르게 나타났다. 따라서, 베이비붐 세대들의 주거선호도 조사를 통한 주거유형 공급 및 장기적인 수요예측, 다양한 금융권의 담보대출과 같은 제도적 지원을 종합적으로 고려하여 중앙정부 차원에서 뿐만 아니라 지역자치단체 단위의 다양한 정책제안 및 도시계획적 접근이 필요하다.

The characteristics of recent demographics of Korea are rapid ageing and retirement of baby boom generation. Korea will enter the age of "super-aged society" by 2026 and it is progressing very rapidly. The baby boom generation, which has led rapid economic growth in Korea, began to retire from labor market starting around 2010. They are expected to gradually leave the labor market over next 10 years. In addition to aging population, mass retirement of baby boom generation will lead to decrease in workforce, imbalance in supply and demand in asset market and deterioration in financial health, which will in turn have negative effect on economic growth, possibly accompanied by decreased demand for housing. The baby boom generation has significantly high share of real estate in their asset portfolio than financial asset. Therefore, for their retirement fund, they will likely rely on liquidation of real estate asset rather than relying on financial asset or social security system. This will affect the housing price and have adverse consequences on housing market as well as other asset market, which will spill over into overall economic health of society. With this as background, this research will focus on studying the effect of increase in aged population caused by changes in demographics and retirement of baby boom generation in an attempt to determine factors affecting housing price both in theoretical and empirical terms. Furthermore, based on the results of the analysis, policy recommendations will be derived. This research was conducted using the annual panel data (total of 91 observations) from Seoul and six other large cities collected from the period between 2000 and 2012 and studied the factors affecting housing price in each region. The research methods include both examination of existing literatures and performing empirical analysis based on panel data. In the study of existing literatures, the paper surveys theoretical discussions on demographic changes and housing price. Then, based on the theoretical discussions, related literatures are examined and the uniqueness of this research as compared to existing literatures is reviewed. In terms of empirical method, panel data analysis was performed. In the previous literatures on changes in housing price according to demographic changes, the results vary across different regions. Therefore, in order to analyze similarity and differences in housing prices that incorporate regional characteristics, fixed effect model was used to build a model for housing price based on change in population, income, housing supply and money supply. For explanatory variables for real changes in housing price, population increase rate, household count increase rate and share of elderly population were used. For income change variable, population growth rate of economically active labor force, growth rate of employment, increase in per capita income and unemployment rate were used. In addition, house growth rate and increase in savings rate were used at the same time. The estimated model was divided into six different models depending on use of population and income change, and housing and money supply variables. Model 6, which included all the variables turned out to have the best fit. The results show that the significant variables for changes in housing price were growth in number of households and the share of elderly people in population. When the share of elderly people in population increases by 1%, housing price declined by 2.45%. Change in income was significant only when money supply was considered simultaneously. Also, when unemployment rose by 1%, housing price fell by 4.7%. Housing supply had wealth effect on housing price at 10% significance level. Assuming that changes in income, housing and money supply that affect housing market are maintained at current level, forecast was made for changes in housing price for different regions taking into account household counts and the share of elderly people in population in 2020. The result showed that decline in housing price was bigger in the model that did not take money supply into account than the model that did take it into account. Based on the research results above, the following policy recommendations can be made. First, change in household is a variable that has significant impact on housing price. It is expected that Korean family structure will become more and more diverse. Therefore, housing supply plan based on housing consumption pattern must be developed. Second, since increase in share of elderly people in population leads to decline in housing price, there should be policy efforts to ameliorate share of elderly people in population. Aged Generation and Baby Boom Generation are very likely to liquidate their real estate asset to finance their retirement fund, which will increase in housing supply and consequently decline in real estate market. Therefore, in order to stabilize their life, policies such as expansion in wage peak system, home equity conversion mortgage and expansion in individual pension must be considered so that continuous stream of income can be provided to them. Third, the second reason for high rate of elderly population is low birth rate, which reduces economically productive population. As low birth rate intensifies population ageing, economically productive labor force declines, which in turn reduces income and consumption. Moreover, it also adversely affects macroeconomic health national finance. With increasing elderly population rate, there is a need for policy to encourage childbirth. There is a need for more diverse ways of supporting married women who has given childbirth such as job placement support and housing support for households with many children when they buy or rent housing. Fourth, change in income directly and indirectly affects housing price. As the research results show that unemployment rate adversely affects housing price, there should be various policies to increase employment opportunities and lowe unemployment rate. In particular, to help the Baby Boom generation to utilize the strengths they have, there must be efforts to help the obtain employment after retirement, promote socially responsible corporation, raise the retirement age, and increase productivity both at national and local level. Fifth, housing supply, although low in statistical significance, adverse affects housing price. If selling a house is necessary in order to supply income for consumption, heavy and sudden increase in housing supply as a result of sales cold lead to decline in real estate values. Therefore, it is necessary to distribute sales of real estate asset. Sixth, when financial market is taken into account, the effect of ageing population on housing price was big, which suggests a close relationship between financial market and housing market. It is expected that the retirement of elderly population will lead to reduced savings and investment, lower economic growth and increase in household debt as a result of fallen income. Therefore, it will not only affect real estate market but also financial market as well. Accordingly, through researches that can identify dynamic relationship between financial and real estate markets and associated impacts, monitoring on volatility of financial market must be reinforced so that impact from real estate market can be identified early on. Lastly, according to Office of Statistics (2012) on future population and household counts, population change by region vary across regions and it could also affect housing market. If changes in income, money supply and housing supply do not vary across regions, decline in housing price came out different across regions. Therefore, there should be diverse policy recommendations not only at central but also local government level based on comprehensive review of factors such as housing supply, long-term housing demand and institutional support such as diverse lending programs from financial institutions based on researches on housing preference of the Baby Boomer generation.

The research methods include both examination of existing literatures and performing empirical analysis based on panel data. In the study of existing literatures, the paper surveys theoretical discussions on demographic changes and housing price. Then, based on the theoretical discussions, related literatures are examined and the uniqueness of this research as compared to existing literatures is reviewed. In terms of empirical method, panel data analysis was performed. In the previous literatures on changes in housing price according to demographic changes, the results vary across different regions. Therefore, in order to analyze similarity and differences in housing prices that incorporate regional characteristics, fixed effect model was used to build a model for housing price based on change in population, income, housing supply and money supply. For explanatory variables for real changes in housing price, population increase rate, household count increase rate and share of elderly population were used. For income change variable, population growth rate of economically active labor force, growth rate of employment, increase in per capita income and unemployment rate were used. In addition, house growth rate and increase in savings rate were used at the same time. The estimated model was divided into six different models depending on use of population and income change, and housing and money supply variables. Model 6, which included all the variables turned out to have the best fit. The results show that the significant variables for changes in housing price were growth in number of households and the share of elderly people in population. When the share of elderly people in population increases by 1%, housing price declined by 2.45%. Change in income was significant only when money supply was considered simultaneously. Also, when unemployment rose by 1%, housing price fell by 4.7%. Housing supply had wealth effect on housing price at 10% significance level. Assuming that changes in income, housing and money supply that affect housing market are maintained at current level, forecast was made for changes in housing price for different regions taking into account household counts and the share of elderly people in population in 2020. The result showed that decline in housing price was bigger in the model that did not take money supply into account than the model that did take it into account. Based on the research results above, the following policy recommendations can be made. First, change in household is a variable that has significant impact on housing price. It is expected that Korean family structure will become more and more diverse. Therefore, housing supply plan based on housing consumption pattern must be developed. Second, since increase in share of elderly people in population leads to decline in housing price, there should be policy efforts to ameliorate share of elderly people in population. Aged Generation and Baby Boom Generation are very likely to liquidate their real estate asset to finance their retirement fund, which will increase in housing supply and consequently decline in real estate market. Therefore, in order to stabilize their life, policies such as expansion in wage peak system, home equity conversion mortgage and expansion in individual pension must be considered so that continuous stream of income can be provided to them. Third, the second reason for high rate of elderly population is low birth rate, which reduces economically productive population. As low birth rate intensifies population ageing, economically productive labor force declines, which in turn reduces income and consumption. Moreover, it also adversely affects macroeconomic health national finance. With increasing elderly population rate, there is a need for policy to encourage childbirth. There is a need for more diverse ways of supporting married women who has given childbirth such as job placement support and housing support for households with many children when they buy or rent housing. Fourth, change in income directly and indirectly affects housing price. As the research results show that unemployment rate adversely affects housing price, there should be various policies to increase employment opportunities and lowe unemployment rate. In particular, to help the Baby Boom generation to utilize the strengths they have, there must be efforts to help the obtain employment after retirement, promote socially responsible corporation, raise the retirement age, and increase productivity both at national and local level. Fifth, housing supply, although low in statistical significance, adverse affects housing price. If selling a house is necessary in order to supply income for consumption, heavy and sudden increase in housing supply as a result of sales cold lead to decline in real estate values. Therefore, it is necessary to distribute sales of real estate asset. Sixth, when financial market is taken into account, the effect of ageing population on housing price was big, which suggests a close relationship between financial market and housing market. It is expected that the retirement of elderly population will lead to reduced savings and investment, lower economic growth and increase in household debt as a result of fallen income. Therefore, it will not only affect real estate market but also financial market as well. Accordingly, through researches that can identify dynamic relationship between financial and real estate markets and associated impacts, monitoring on volatility of financial market must be reinforced so that impact from real estate market can be identified early on. Lastly, according to Office of Statistics (2012) on future population and household counts, population change by region vary across regions and it could also affect housing market. If changes in income, money supply and housing supply do not vary across regions, decline in housing price came out different across regions. Therefore, there should be diverse policy recommendations not only at central but also local government level based on comprehensive review of factors such as housing supply, long-term housing demand and institutional support such as diverse lending programs from financial institutions based on researches on housing preference of the Baby Boomer generation.
