<국문초록> 정부 보조금 지원으로 운영되는 사회복지시설들이 공공자금의 책무성을 확보하면서 사업의 효과성과 운영의 효율성 달성에 주력하게 하고, 동시에 시설의 개방성과 투명성을 유도할 목적으로 국내에 사회복지시설평가제도가 도입된 지 15년이 지났다. 그 동안 평가제도를 적용하는 과정에서 여러 가지의 문제점이 돌출되기도 하였지만 평가가 시설의 선진화와 종사자의 업무능력 향상에 긍정적으로 기여하였음은 부인할 수 없는 사실이다. 사회복지시설 평가의 목적은 시설의 서열화나 열등시설과 하위시설에 대한 발본색원에 있는 것이 아니고, 각 시설들의 서비스의 질 향상과 운영의 선진화를 통해 상향평준화를 이룸으로써 사회복지 실천의 균형적 발전을 도모하기 위한 것이다. 따라서 시설평가의 결과를 피평가시설에서 긍정적으로 활용하고 있는지를 알아보는 것은 평가 목적 달성 여부를 판단하는 중요한 기표가 된다. 이에 본 연구를 통해 사회복지시설은 실제로 어떻게 평가를 준비하고 있으며 그 과정에서 어떤 애로가 있는지를 살펴보면서, 나아가 이렇게 준비해서 받은 평가결과를 어떻게 활용하고 있는지에 대해서 알아보고자 하였다. 연구는 문헌고찰을 통해서 사회복지시설 평가의 개념과 목적, 그리고 사회복지시설평가의 의의와 국내실태를 살펴보았으며, 평가결과 활용과 관련하여 활용의 개념과 유형, 평가결과 활용에 관한 논쟁, 평가결과 활용에 관한 국내 실태를 알아보았다. 또한 사회복지시설 평가와 평가결과 활용에 관한 선행연구들을 고찰하였다. 본 연구는 ...
<국문초록> 정부 보조금 지원으로 운영되는 사회복지시설들이 공공자금의 책무성을 확보하면서 사업의 효과성과 운영의 효율성 달성에 주력하게 하고, 동시에 시설의 개방성과 투명성을 유도할 목적으로 국내에 사회복지시설평가제도가 도입된 지 15년이 지났다. 그 동안 평가제도를 적용하는 과정에서 여러 가지의 문제점이 돌출되기도 하였지만 평가가 시설의 선진화와 종사자의 업무능력 향상에 긍정적으로 기여하였음은 부인할 수 없는 사실이다. 사회복지시설 평가의 목적은 시설의 서열화나 열등시설과 하위시설에 대한 발본색원에 있는 것이 아니고, 각 시설들의 서비스의 질 향상과 운영의 선진화를 통해 상향평준화를 이룸으로써 사회복지 실천의 균형적 발전을 도모하기 위한 것이다. 따라서 시설평가의 결과를 피평가시설에서 긍정적으로 활용하고 있는지를 알아보는 것은 평가 목적 달성 여부를 판단하는 중요한 기표가 된다. 이에 본 연구를 통해 사회복지시설은 실제로 어떻게 평가를 준비하고 있으며 그 과정에서 어떤 애로가 있는지를 살펴보면서, 나아가 이렇게 준비해서 받은 평가결과를 어떻게 활용하고 있는지에 대해서 알아보고자 하였다. 연구는 문헌고찰을 통해서 사회복지시설 평가의 개념과 목적, 그리고 사회복지시설평가의 의의와 국내실태를 살펴보았으며, 평가결과 활용과 관련하여 활용의 개념과 유형, 평가결과 활용에 관한 논쟁, 평가결과 활용에 관한 국내 실태를 알아보았다. 또한 사회복지시설 평가와 평가결과 활용에 관한 선행연구들을 고찰하였다. 본 연구는 질적 연구방법과 양적 연구방법을 혼용하여 사용하는 형태 중 양적연구→ 질적 연구방식을 택하여 사용하였으며, 설문지조사를 통한 양적자료와 심층면접을 통한 질적자료를 수집하였다. 설문조사는 광주지역에서 사회복지시설평가를 받은 경험이 있는 68개 시설 중 응답이 불가능한 4개 시설을 제외한 64개 시설 전체를 대상으로 선정하고 각 시설의 평가 담당자에게 전자메일로 설문지를 발송하여 64개 전체 시설로부터 회수 받았다. 한편 면접은 대략 최우수시설과 우수시설로 구분하여 의견제시를 적극적으로 할 수 있을 것으로 판단되는 평가 담당자 3명씩을 선정하여 총 6명을 대상으로 반구조화된 면접지침서에 의한 심층면접을 실시하였다. 본 연구에서 사용한 양적자료는 Windows용 SPSS 19.0 프로그램을 사용하여 빈도분석을 실시하였으며, 녹음된 면접 내용은 문자화하여서 질적 자료화하고 분석에서는 양적 연구결과에 맞추어서 적절한 언급들을 제시하면서 그 내용의 의미를 주제별로 분류하였다. 본 연구의 연구결과를 연구문제 중심으로 정리하면 다음과 같다. 1. 사회복지시설들은 평가를 어떻게 준비하고 있는가? 대부분의 사회복지시설들은 평상시에 평가를 대비하여 정리하고 준비해 둔 자료들을 평가가 임박해져 오면 다시 평가지표에 맞추어서 재정리하였다. 이런 기간이 대체로 3개월 정도(설문응답자의 약 42%)라고 응답하였다. 또한 시설에서 평가준비를 하는 사람으로 대부분의 시설이 개별 영역의 담당자라고 언급하였다(설문응답자의 약 67%). 평가준비 단계에 접어들면 참여자들은 평가를 위해 ‘지금까지 해 온 사업을 정리하는 것’이라기보다는 평가지표에 맞추어서 ‘서류를 보완하는 것’에 더 가깝다고 인식하고 있으며, 평가 준비시간의 경우, 주간에는 일정에 맞추어 기존에 해 왔던 프로그램이나 서비스를 계속해서 진행하고, 정규 근무시간이 끝나고 난 이후인 7시부터 저녁 10시, 11시 까지 연장근무를 한다든지 야간근무를 하며, 휴일이나 주말 같은 경우에도 평가준비를 위해 추가근무를 한다고 하였다. 그러나 추가된 근무에 대한 보상은 대부분의 시설에서 거의 제공하지 않았다. 2. 사회복지시설의 평가담당자들은 현재의 평가제도를 어떻게 생각하는가? 평가를 받는 입장에서는 “평가 그 자체가 스트레스”라고 할 만큼 평가에 우호적이라고 보기는 어렵다. 피평가시설의 직원들은 과다한 문서작업과 그에 따른 스트레스, 그리고 좋은 점수(등급)를 받아야한다는 중압감을 평가의 애로사항으로 제시하였다. 또한 평가지표도 직원들을 어렵게 만들었다. 면접참여자들은 사업활동의 내용을 포괄하지 못하는 평가지표, 시설의 특성을 반영하지 않는 평가지표, 피평가자와 지표개발자가 합의하지 않은 평가지표, 변경되는 평가지표를 좋지 않은 평가지표의 예로 언급하였다. 평가내용들이 공정하게 처리되는지에 대해서 물었을 때 약 70%의 설문응답자들은 ‘그저 그렇다’고 응답하여 평가의 공정성이 확보되었다고 장담하기는 어려운 것으로 나타났다 설문응답자의 96.9%가 현재의 평가방식이 개선되기를 바라고 있으며, 현재의 평가방식에 문제가 있다고 응답한 시설 중에 단순 문서위주의 평가가 아닌 실질적인 평가를 실시해야 한다고 한 경우가 30.6%로 가장 많았고, 면접참여자들은 평가단 운영, 평가주기, 평가내용, 평가자와 피평가자의 관계에 대한 개선을 요구하였다. 3. 사회복지시설의 평가담당자들은 평가인센티브에 대해 어떤 의견을 가지고 있는가? 인센티브 제공에 대해서는 대체로 긍정적이었으며, 인센티브 수령 경험은 대부분 자기개발비 명목의 현금을 받은 것으로 나타났다. 인센티브가 시설운영, 시설 이미지, 직원사기에 긍정적인 영향을 미친다는 의견이 거의 과반수를 차지하였으며, 설문응답자들이 희망하는 인센티브는 여전히 개인에게 지급되는 현금형태가 가장 많았고, 다음은 선진지 견학(해외연수), 차기 평가 면제의 순이었다. 한편 인센티브의 액수가 현실성없이 적어서 현금인센티브를 전적으로 만족하고 있지는 않았다. 4. 사회복지시설들은 평가결과를 어떻게 활용하고 있는가? 전체적으로 사회복지시설 평가결과를 활용하려는 노력이 부족하였다. 정부차원에서 평가결과의 활용은 우수시설에게 인센티브를 제공하고 열등시설에 대해서는 사회복지서비스 품질관리단을 운영하는 정도이다. 정작 시설평가결과에 대해 고민하고 서비스를 제공해야 할 시설에서는 평가결과에 어떻게 대응해야 한다는 지침이 없으며, 일부는 평가결과를 활용하는 것이 무엇을 의미하는지조차도 잘 알고 있지 못하는 것으로 나타났다. 본 연구의 참여 시설에서 가장 많이 취하고 있는 평가결과 활용의 형태는 ‘수단적 활용’과 ‘개념적 활용’인 것으로 나타났다. 전자는 변화를 유도할 목적으로 작성된 평가지표에 맞추어서 사업을 실행하기 때문에 평가결과 역시 사업에 영향을 미친다고 말한 예를 통해서, 후자는 평가결과를 알려서 자원을 획득하고 시 시설이용인(생활인)과 지역사회에 좋은 이미지를 심어주었던 예를 통해서 판단할 수 있다. 이상의 조사결과를 바탕으로 연구자는 다음과 같은 제언 하는 바이다 첫째, 평가전담기구의 상설화로 평가의 안정성과 지속성 확보가 필요하다. 상설화된 평가전담기구의 설치를 통해 장기적인 평가 마스터플랜을 구상하고 체계적으로 시설평가를 관리해야한다는 것이다. 둘째, 현장평가위원 전문인력 양성이 필요하다. 그동안 사회복지시설 평가를 진행해오면서 매년 가장 많은 문제점으로 지적되었고, 본 연구의 면접참여자들도 상당히 강조하면서 지적한 것이 현장평가위원 문제이므로, 사회복지시설들의 특성을 잘 알고 있는 전문인력을 발굴하고 양성하여 현장평가위원으로 활용하는 것이 필요하다. 셋째, 평가지표의 조기 개발 및 발표가 필요하다. 사회복지시설평가에서 현장 실무자들이 곤혹스러워 하는 부분 중의 하나가 평가지표의 변화와 늦은 발표이다. 평가결과를 조기에 개발하여 발표하게 되면 사회복지시설들은 평가지표에 맞추어 예견이 가능한 일들을 할 수 있게 될 것이다. 따라서 미래의 예측 가능한 평가의 조기 개발은 사회복지시설이나 종사자들로 하여금 미래 지향적으로 정책의 방향성을 잡아가도록 하는 기능을 할 수 있다. 넷째, 사후관리 체계가 활성화되어야 한다. 피평가시설들이 평가결과를 제대로 활용하지 못하고 있는 것도 문제이다. 단순히 평가를 받고 평가결과를 통보받는 것으로 그치는 것이 아니라 평가결과를 어떤 방식으로든 활용할 수 있는 방법을 모색해야 하고 또 평가관리 주체는 그것을 제시해 주어야 한다. 피평가시설들이 평가결과를 활용할 수 있는 다양한 방법이나 의견들이 평가보고서에 수록되어야 하는 것으로부터 시작해서 평가결과 이후 관리체계가 명확히 확립되어야 한다. 다섯째, 사회복지시설의 인건비 및 운영비 현실화가 시급하다. 이제까지의 시설평가에 따르면 재정 및 조직운영과 인적자원관리가 모든 사회복지시설평가에서 매번 가장 낮은 수준의 점수 및 등급을 받아왔다. 이는 시설들의 자체적인 노력으로 해결할 수 있는 그러한 영역이 아니기 때문에, 국가나 지방자치단체는 사회복지시설이나 사회복지 종사자들이 마음 놓고 사회복지서비스를 제공할 수 있는 근본적인 환경을 제공해야 한다 마지막으로 본 연구는 광주광역시만을 한정으로 실시하였기 때문에 시설평가를 받는 시설들이 갖는 환경적‧재정적‧지리적‧사회학적인 여건이 서로 다른 전국으로 확대하여 해석하는 것은 무리가 따를 수 있다. 후속 연구에서는 시설평가의 활용과 관련하여 우리나라 실정에 맞는 척도의 개발을 통해 보다 완성도 높은 연구를 기대해본다 주제어: 사회복지시설평가, 피평가시설, 평가결과 활용

It’s been fifteen years since the system of the social welfare agency evaluation (SWAE) was introduced not only to have social welfare agencies run by governmental support secure the responsibility for public fund and achieve business effectiveness and operation efficiency, inducing openness and transparency of operation. Several problems have appeared in the process of applying the evaluation system, but it can not be denied that the system contributed to agency advancement and improvement of personnel performance. The goal of SWAE is to promote balanced development in social welfare service by achieving upward equalization through improvement of service quality and operation advancement in each agency, not to make some sort of ranking between agencies nor eradicate an inferior or low-rank agency. Thus, it is critical to check if the evaluated agency uses the evaluation result positively in judging whether the goal of the evaluation is achieved or not. This study, therefore, examined how social welfare agencies prepare for the evaluation and what difficulty they have in the process. In addition, the study tried to review how they utilize the evaluation result. The study examined the concept, purpose, signification and actual domestic conditions of SWAE through literature review, and also explored the concept and type of use, arguments about the utilization, and domestic conditions related to the evaluation result. In addition, existing researches on SWAE were reviewed. For research, the study used the quantitative → qualitative approach from the mixed qualitative and quantitative approach, and collected quantitative data through questionnaire surveys and qualitative data through in-depth interviews. For the questionnaire survey, 64 agencies were selected as the subject except four agencies which were impossible to respond to the survey among total 68 agencies that took SWAE in Gwangju. and the questionnaires were sent to those who were in charge of SWAE in 64 agencies through e-mail and all of them were collected. While, for the in-depth interview, the research divided the agencies into two groups as best group and good group and selected three personnels who were assumed to give an active opinion from each group to total six, and then conducted interviews according to the semi-structured interview guide. SPSS 19.0 program for Windows was used to conduct frequency analysis for the quantitative data, and the interviews recorded were made in a written report as qualitative data to present proper references according to the result of quantitative research and classify the significance of the contents by subject. The analysis result can be summarized as follows; 1. What do social welfare agencies prepare for the evaluation? Most of the agencies usually rearrange existing materials prepared for the evaluation according to the evaluation criteria along with the evaluation day approaching. They say it takes about three months (About 42% of the survey respondents) for the preparation. Most of the agencies answered that the person who is in charge of preparation for the evaluation is the one who is in charge of an individual area (About 67% of the respondents). The participants in preparation for the evaluation regard their task as ‘to supplement required documents’ according to the evaluation criteria rather than ‘to arrange the business done‘. For the preparation, they usually keep an existing program or service based on the work schedule in daytime, and work late or extended work until 10 or 11 p.m. from 7 p.m. after regular business hours, even they often do extra work on holidays and weekends for the evaluation preparation. But, most of the agencies did not compensate for the extended work properly. 2. What do the personnel in charge of SWAE think of the current evaluation system? It is hard to say as friendly because those who were evaluated mention, “Evaluation itself is quite stressful”. The personnel in welfare agencies pointed over-paperwork and related stress, and pressure of good result (high ranking) as a problem caused by the evaluation. In addition, the evaluation criteria made them feel hard. When they were asked if the evaluation was conducted fairly, about 70% of the respondents answered as ‘So so’, which means it is hard to guarantee the fairness. 96.9% respondents of the questionnaire survey wanted current evaluation system to be improved. and 30.6%, the highest, of the agencies which answered the evaluation system had a problem pointed that the system should be changed from simple paper-based evaluation to effective evaluation. And the interviewees required improvement in operating the evaluator board, rating, evaluation items, and relationships between evaluators and evaluatees. 3. What do the personnel in charge of SWAE think of the evaluation incentive? About an incentive offer, they were almost positive and the incentive was offered in cash for self-development. Majority answered the incentive had a positive effect on agency operation, image, and personnel morale. On the incentive type, most of them preferred individual cash incentive, and followed a field trip to an advanced country (overseas training program) and the exemption from next evaluation in order. But, current cash incentive did not satisfy the recipients due to its unpractically small amount. 4. How do social welfare agencies use the evaluation result? Generally there was lack of effort in utilizing the evaluation result. The government uses the result to offer an incentive to the good quality agency and operate the quality management office of social welfare service for the agency with inferior quality. But, the agencies which should review the evaluation result and deliver related services had no guidelines for how to use the result, and even some of them didn’t know what the utilization means at all. The agencies participating in this research showed two types of utilization that they use the most. They are ‘instrumental use’ and ‘conceptual use’. The former can be judged by the example that the evaluation result affects the business because it is operated according to the evaluation criteria made to induce change, and the latter by the example that they can obtain resources by reporting the evaluation result and impress the good image on the agency users and local community. Based on the above mentioned result, the study suggests as follows; First, there needs to secure stability and continuity of the evaluation by establishing the permanent evaluation organization. That is, through the permanent evaluation organization, it is possible to make a long-term master plan and operate systematical management of the agency evaluation. Second, it is necessary to train professional manpower for field evaluation which has been pointed as the biggest problem every year in the process of evaluation and the interviewees emphasized quite a lot. Thus, it is quite necessary to develop and train professional personnel who are good at the characteristics of social welfare agencies. Third, early development and announcement of the evaluation criteria. In the process of field evaluation, one of what the field personnel related to the evaluation feel hard is the changes in the evaluation criteria and late announcement. The early development and announcement of the evaluation criteria can enable the agencies prepare in advance according to the criteria. Thus, early development of the evaluation criteria which allows future forecast can help the agencies and their personnel set a future-oriented policy. Fourth, activation of the post-management system. Another problem is the fact that the agencies evaluated do not utilize the evaluation result properly. They should get out of simply being evaluated and informed of the result, and find a way to utilize the result, and also the evaluator should suggest related information. The evaluation report should contain various ways or opinions which the evaluatee can use and the post -management system should be established. Fifth, practical labor costs and operating expenses of social welfare agencies. According to existing agency evaluations for now, the item of finance, agency operation and personnel management got the lowest ratings in every evaluation of the whole social welfare agencies. But such areas can not be solved by the agencies’ effort. Thus, the central and local government should provide social welfare agencies and their personnel with fundamental work environment where they can deliver social welfare services without any hindrance. Lastly, as mentioned in the beginning of this research. the scope of the research was limited to Gwangju city, which means it is hard to extend the application of the result to nation-wide agencies with different environmental, financial, geographical, and sociological conditions. I expect further follow-up researches to contain new criteria suitable for domestic conditions related to utilization of the agency evaluation result. Several problems have appeared in the process of applying the evaluation system, but it can not be denied that the system contributed to agency advancement and improvement of personnel performance. The goal of SWAE is to promote balanced development in social welfare service by achieving upward equalization through improvement of service quality and operation advancement in each agency, not to make some sort of ranking between agencies nor eradicate an inferior or low-rank agency. Thus, it is critical to check if the evaluated agency uses the evaluation result positively in judging whether the goal of the evaluation is achieved or not. This study, therefore, examined how social welfare agencies prepare for the evaluation and what difficulty they have in the process. In addition, the study tried to review how they utilize the evaluation result. The study examined the concept, purpose, signification and actual domestic conditions of SWAE through literature review, and also explored the concept and type of use, arguments about the utilization, and domestic conditions related to the evaluation result. In addition, existing researches on SWAE were reviewed.
