Information system development projects are increasingly enlarging and the development environment is also in the trend of becoming complex. Accordingly, the utilization of existing variety of management methods presented for the successful management of IT projects frequently did not accomplish the anticipated performance, and a new approach was presented for the successful management and efficient operation of IT projects with the awareness of this situation as a basis. The representative plan is the introduction of PMO(Project Management Office) which is the professional organization or personnel system that solves the problems of project management and the related organizational, technical, and administrative problems. The advantages of PMO has already been verified in various preceding studies. Due to these advantages, PMO is already in the trend of becoming a common approach for IT project management in the practical field and as time passes by, there are more cases of PMO introduction. The South Korean government revised the Electronic Government Act (2013.07) to keep in pace with this trend by making the PMO system introduction mandatory to the propulsion of IT projects in public institutions. However, even if good plans exist, the identical IT project execution environments do not exist in reality, hence there is difficulty in unconditionally applying the various guidelines that is presented by the government. This study attempted to find the efficient information system establishment plan with the basis of the “K” Research Institute case which is a government funded case out of various IT project execution environments. In particular, this study hopes to research the practicality of PMO and the detailed utilization plans. Furthermore this study has its significance in the aspect of providing a practical guideline that may contribute to the success rate in establishment of a information system project that is similar to this study case by presenting a practical PMO utilization plan in establishing a efficient execution of a next generation integrated management information system for government funded research institutes.
