However, it was determined that the attractive port development strategy of Namhang, on the premise that the shipyards district was to relocate to Busan New Port, could incur degeneration of Namhang, with such latent values, to a general port tourist spot. In this study, in an attempt to analyze the value of such industrial facilities, and to research on the utilization method, an approach from historical, cultural perspectives was taken with a strategy of restoration development, and not of the overall demolition development method. And the final aim lies in using them as the preliminary data for drawing up a design in establishing the development strategies of Namhang in the future For the methods concerning this, the historical significance of Namhang and the meaning of restorative port regeneration were considered, the potential resources of Namhang were classified by industry, and they were reclassified into facilities type, place type, and landscape type. The facilities type was reclassified into site, building, structure, device, etc.; and for the classified potential resources, a stratagemical application scope was assumed by dividing the areas according to the strategies for each space. This was again planned in detail by dividing them into the utilization strategies of street, facilities, place, and landscape according to the strategy by element. Also, the final utilization method was determined by classifying them into seven areas, namely restoration, conservation, maintenance, relocation, introduction, reproduction, and demolition, according with the restorative regeneration method. Then, through detailed plans and examples, application and uses were given concrete shape, and planned to be used as guidelines on design method. It is expected that the appearance of Namhang will greatly change in the near future. It is also a fact that the desire for waterfront is very high in any port cities. But Namhang still retains the appearance of the inner harbor where it’s very windy and small boats come and go countless times a day; and it is a very rare urban coastal port where its landscape can be experienced even in the centre of town. In that sense, transforming it to the appearance of ‘the new port,’ with an astronomical sum of money invested in it, could signify ‘newly creating once again’ the landscape unique to Namhang for many years. We are well aware that, behind the richness brought to us by the new things, a longing for old always exists concurrently. But what actually needs to change is our thinking that only the new things are most valuable. It is considered that the present time, when the paradigm of urban regeneration is changing, is the optimal time to change a little more slowly the appearance of Namhang.
