The purpose of this study is to reflect the characteristics of housings from a manager’s perspective in order to provide the means of sustainable management of the facilities and programs in the community. First, through a literature research, the composition elements of a communication are investigated, and, based on the in-depth interview with 2 community experts, the composition elements were processed under an overall analysis, with which the specific elements of the management of community programs in apartment housing complexes were investigated and the means of activating the community is proposed. Moreover, taking the result as the analysis tool, the current status of communities of 15 different housing complexes were analyzed in-depth with community experts, who work for the 5 autonomous regions in Seoul. Then, an investigation is conducted on how each elements are being managed. Lastly, the management characteristics for each management element in different complexes were subdivided into 6 divisions and the means of activating management is proposed for each types of management. The major research results are as follows. First, it is found that there is a necessity for specifically revising the community composition elements in the management aspects to activate the community in a complex. Based on the evaluations of community experts, the management elements of community activation were divided into the three large groups according to the characteristics of community composition elements in the proceeding researches. The community spaces are considered as the material resources of a complex and the management elements in the community program management is subdivided into the human resources and financial resources of the complex. The community spirit, one of the composition elements of communities, wa out of the consideration of this study since it is does not have the management aspects for activation of communities, in which this research is bounded to. The above material, human and financial elements of activating communities were further divided into specific groups by their management aspects. Second, for the complexes, to which the Seoul community experts were dispatched, 5 groups were deduced based on the subdivisions of human resources and the relationship between the residents and managing bodies, which the experts pointed out to be the most important, from each management elements for activating the communities. Accordingly, the sub elements of material and financial resources were revised and divided into different types. Finally, the 15 selected complexes were categorized into 6 types of management. As a result, it is found that, although all human, material and financial resources are important, the formation of human resources in advance is essential for the activating the communities. Furthermore, the study shows that as the relationship among the management bodies is more horizontal and with more number of actively participating management bodies, the degree of activation gets higher, with increasing participation of general residents in the management in forms of voluntary service activities and talent donations. For the material resources, an excellent communication management were found to be possible with the program planning abilities of human resources, even if there are insufficient area for community activities. Also the study implies that making crucial financial decisions and investing large amount of money in program management do not necessarily bring about a rapider activation of the communities. Conclusively, it is found that the systematized ability of human resources in management of a complex is the most critical element in the activation of its community. Third, the human, material and financial resources, the influential factors for the activation of communities, were considered to group the 15 selected complexes into 6 types of communities. Then, the characteristics of each management elements in the activation of communities were analyzed in order to propose the management manual directions, which may be used for effective management of the facilities and programs in communities, and the community activation scenarios that are suitable for the different conditions of each type of communities.
