Abstract This study is to find problems of domestic Patients Care Report and to offer basic data of policy reform measures by analyzing Patients Care Reports in U.S.A., Japan, and South Korea used in pre-hospital phase. Study Purpose: The study desires to find problems of domestic Patients Care Report and to offer basic data of policy reform measures by analyzing Patients Care Reports of three countries used in 911 and private emergency medical services of U.S.A., and 119 Rescue Center of Japan and South Korea, and understanding merits and demerits, and reform measures of domestic electronic Patients Care Reports. An Object and Method of Study: On August 2014, this study used electronic Patients Care Report of 911 emergency medical services in Indiana of U.S.A., Patients Care Report of 119 Rescue Center in Nagasaki of Japan, and (electronic) Patients Care Report used in 119 Rescue Center of South Korea. The study compared and analyzed by listing data that was divided into emergency movement, types of patients, appraisal of patients, first aid, and moving of patients by articles. Additionally, the researcher had an interview with 20 ambulance workers in A metropolitan city on November about merits and demerits, and reform measures of domestic electronic Patients Care Reports. The Results of Study: In Patients Care Report of South Korea, articles about movement information, personal data of patients, disease/injury are well supplied, but types of notification and posture of patients on discovery in article of emergency movement, drug history in article of patient types, first and second appraisal by body parts in article of patient appraisal, complications and explanation in article of first aid, and change of transfer ranking according to change of patient state, explanation, and disability of patients are insufficient. In Japan, development of circumstances in incident/accident, and description record and drawing record of second patient appraisal are well supplied, but information of applicants, and data of treatment are much sufficient. Domestic electronic Patients Care Report is in introduction stage yet in comparison with efficient merits of works such as emergency activity, and has problems related to software. Conclusion: Current Patients Care Report is an important factor that is basic data to make 119 ambulance workers do high-quality emergency activity in the field, and acts as a bridge connecting up to continuous treatment in hospital. In comparison with electronic Patients Care Report used throughout the United States, articles of electronic Patients Care Report in Korea and (handwriting) Patients Care Report in Japan used in particular regions are insufficient absurdly. Articles that are not selected in Korea and Japan are types of notification and posture of patients on discovery in article of emergency movement, drug history in article of patient types, first and second appraisal by body parts in article of patient appraisal, complications and explanation in article of first aid, and change of transfer ranking according to change of patient state, explanation, and disability of patients. Degree of completion of domestic electronic Patients Care Report at an early stage should be raised by including such articles in Patients Care Report, and based on this, Korean Patients Care Report should be made. In the future, education and practice are needed about upgrade and use of electronic Patients Care Report through studies including various emergency systems in the medical advanced countries.
