The functions of schools are to enhance individual students' potentials and intellectual abilities and provide students' safety and welfare. Especially, because adolescents differ from fully mature adults and carry unstable psychological conditions, schools should perform more important roles. For these roles, our society endeavors through diverse methods so that schools can execute the roles for education and welfare. However, even though schools are the most important social environment in the life of adolescents, there occur frequent problems including school violences, bullying, and dropouts at school. This is the counter-evidence that entrance examination-oriented educational environment can not properly guarantee the welfare environment of school adolescents and, specially, protecting the human rights of school adolescents can not be achieved completely. According to research results, guaranteeing the human rights of school adolescents enhances their self-esteem and subjective well-being. This implies that guaranteeing human rights plays its important role in preventing the problem of school adolescents.
Then, it is necessary to correctively define what human rights are. How we understand and apply the human rights of school adolescents depends on how we perceive and define universal human rights. Generally, human rights are the natural rights as human beings and the inalienable rights which all individuals equally have as the universal value of human beings. Human rights are the rights which all the human beings based on human dignity naturally posses. That is, human rights means the opportunities to provide equal privileges and responsibilities to all the human beings irrespective of race, gender, age, language, and religion, so that human rights should be naturally applied to school adolescents as well. Moreover, it is necessary to satisfy all the rights which should be guaranteed in the special situation of school adolescents.
These human rights take up very important and fundamental positions in social welfare. The reason is that social welfare is much associated with human rights. In practicing social welfare, many theoretical hypotheses reflect human rights in the implicit or explicit forms, and many parts of practices have been explained and understood in terms of human rights. However, there are yet few studies which present the directions toward how social welfare and human rights should be connected and composed and how the direction to practice social welfare should be established. In particular, in the social welfare for school adolescents with special positions, the interest in the importance of human rights are very passive.
At this point of time, on the premise that school social welfare assumes the important responsibility for the present or future of adolescents, it is essential to examine the human rights of school adolescents for practicing the optimal social welfare of school adolescents. According to the result of reviewing the recent research trends related to this problem, there have been active studies on student human rights focusing on corporal punishment and teachers' rights in relation to student human rights ordinance in the field of law and education. However, the social science research on the human rights of school adolescents has been activated in only a few fields, and the social welfare research on the human rights of school adolescents has been substantially slight.
Thus, the purpose of this study is to present the direction toward the school social welfare for school adolescents' human rights. For this purpose, first, based on the results of examining the preceding research on human rights and investigating teachers' perceptions on human rights, this study investigates school adolescents' and teachers' human right perceptions and the actual conditions about human rights education in our country, and so prepare the basis for recognizing realties. Second, this study discusses the directions toward school social welfare in our country in terms of guaranteeing the human rights of school adolescents. This study subdivides the roles of school social welfare and examines the cases of major countries as the advanced countries of school social welfare, and so prepares the framework for comparative research. Third, this study examines the expansion of major beneficiaries discussed according to the recent shift of welfare system paradigm in terms of human rights, and then suggests the policy and practice alternatives for expanding welfare beneficiaries.
