Theoretical contemplation consists of the definition and structure of financing of culture and arts organizations, and also an understanding of what a private orchestra is. In addition, foreign cases on financing of culture and arts organizations were studied from the perspective of policy and from the aspect of financing structure, and compared in their results. For vitalizing financing of private orchestras, a part of culture and arts organizations, we must first ensure thorough preparation of arts organizations and foundation of a tax system following the expansion of support. Private orchestras are able to ask for outside support if and only if they have a stable internal structure. In other words, they must first form a professional organizational system that can be presented publicly, in order to increase their chance of securing support when approaching potential supporters. In addition, a reform of the tax system that enables firms and individuals to play an active role will dramatically develop private financing. Secondly, we propose a direction, such as the necessity of strategic financing from firms and individuals. Especially in the case of private orchestras, diversification and development strategy of profit sources, strategy of fundraising activities, and development strategy of individual donor and sponsors are indispensable factors in financing.
