Foodservice management practices in senior welfare centers were assessed to identify problems of mishandled practices and suggest guidelines for improvement based on the questionnaires survey and in-depth field interview with dietitians. A total of 273 dietitians working at senior welfare centers were surveyed in 16 cities and provinces of Korea, and 90 responses were returned and used for data analysis. The questionnaire, used for the survey, consists of importance and performance of food services management attributes, current conditions of food services, educational practice for seniors, sanitary and safety management practices, present conditions of sanitary/safety management operation, and general background questions. In-depth field interviews with dietitians were conducted only in 20 possible senior welfare centers in cooperation with 6 cities and provinces. The semi-unstructured questionnaire used for the in-depth field interviews was developed based on the survey questionnaire and the Evaluation indicators for the Senior Welfare Centers developed by the Ministry of Health and Public Welfare in 2015. Contents of in-depth field interview included in food services management areas of nutrition, quality, operations, sanitation, and educational activities. Developed questionnaires, study procedures and methods were approved by the Institutional Review Board(IRB No. 201403-SB-214-01) in Yonsei University in 2014. Statistical data analysis was conducted using the SPSS software(ver.21.0) for descriptive analysis and t-test. Results from the survey questionnaires indicated that 3 top-ranked well practiced items in the category of current conditions of sanitary and safety management were: 1)'storing menu samples in freezers at -18℃ for 144 hours (4.92 points)'; 2)'having regular health check-ups for foodservice personnels once a year (4.90)'; and 3)'taking pest control practices regularly for food facilities (4.82).' On the other hands, 3 least practiced items identified were: 1)'measuring and recording food temperature after cooking with thermometers(2.92); 2)‘chlorinating vegetables with a concentration level of 100ppm after washing (3.09); and 3)'checking and recording temperature of refrigerators and freezers (3.79).' Findings indicated that those items found ‘IN Compliance’ with high scores were included in the Evaluation indicators for the Senior Welfare Centers, while those items found ‘Out of Compliance’ were not included. Particularly, it seems more necessary to increase general interest in food sanitation education activities because food sanitation education rates of 32% are lower than nutrition education rates of 52% based on 7.73 average number of education activities per year for seniors. Results from in-depth field interviews with dietitians indicated that seniors do not like chlorinated vegetables mainly due to their mis-perception of smell, and therefore, they do not practice vegetable chlorination. Further, mishandled practices were observed in measuring and recording cooking temperatures according to the temperature measuring category. It also seems that more effective education is needed to help employees be aware of food poisoning outbreak handling procedures according to the result related to that category, because only 6 centers out of interviewed 20 centers have particular education for that category. Additionally, while mandatory education of food sanitation and nutrition has been offered to full-time employees 12 times per year(once a month), but education opportunities for volunteers have been very limited to only one or two times a year. Most of respondents commented for this issue that perhaps regular education for volunteers are somewhat difficult as they are replaced quite often even though they are necessary in addition to full-time employees. As volunteers are in need, food sanitation education should be provided to them before employment. Therefore, if effective education materials for volunteers can be developed and implemented, it is expected that positive influence may be fulfilled for the safety management of food service facilities for seniors.
