Participatory Budgeting(PB), which had its first start in Porto Alegre, Brazil in 1989, is a system which enables realization of participatory democracy through direct participation of citizens in decision making process related to local government’s budgets. On the other hand, in Korea, although almost 10 years have passed since the introduction of PB, local governments’ will to support PB and participation of citizens have been kept low leading to superficial operation of the system. This is due to the fact that most of local governments are not active in operating PB and restrict citizens from taking part in PB since they believe that poor financial affairs and PB might affect negatively on the efficiency of budget operation. However, when it was first introduced, despite of the fact that Porto Alegre was having financial problems, Porto Alegre was able to gain achievements unlike other cities thanks to both the mayor, who had will to share the authority over decision making on budgets with citizens, and a Civil Society Organization, which actively moved in the process of PB. This study assumes that to induce participation of ordinary citizens in Participatory Budgeting and to make their opinions affect decision making process, that is to show achievements from the perspective of participatory democracy, first of all, support from political party and local government head to share their authority with citizens and to arrange democratical system, capability of civil society to take part in problems of local communities and require this to local government affect the introduction and operational structure of the system. It is assumed that these also affect outcome of the system conclusively. For that, I analyzed the cases of Participatory Budgeting in Porto Alegre, Santo André and Ulsan Dong-gu. From the analysis of three cases, two conclusions can be drawed; the design of a system to assure the rights of citizens cannot be achieved only with the support of political parties and local government head, and another factors not considered in this study may affect the design and result of PB. Also, we verified that the design of system that assures authority of citizens can induce participation of them. By empowering citizens with authority, they can recognize themselves as members who can affect local communities. Moreover, though exact relation between the three cases are not observed, through participation of social minorities including women, low-income group and people with low level of education, the process of suggesting their opinions and they becoming the real policy of local community is the result that actualizes participatory democracy.
