With the economic development and changes in social structure, demand for medical services for improving the quality of life is increasing rapidly. However, problems have been raised due to the relative lack of medical services failing to satisfy the relevant social needs. As a result, public medical institutions were built quickly and their exclusive functions that are distinguished from general medical institutions have not been properly emphasized. For that reason, in 1995, the government amended the Law for Community Health and launched public healthcare projects focused on the living standard of the citizens, and, consequently, the social role of community health centers has changed and became more important. Accordingly, research on community health centers is being conducted in the fields like sociology and architecture. However, problems have been constantly raised with regards to the facilities that are planned without a standard guideline. The purpose of this study is to analyze the arrangement and area composition of community health centers chosen as subjects and establish a guideline for the facilities in order to optimize the spaces of urban community health centers, as well as evaluate and improve space plan of vulnerable facilities. The scope of the study included 16 community health centers that were extended or rebuilt after the 1995 Law for Community Health, and comparative evaluation between urban community health centers and rural ones and schematization of collected floor plans were performed. The study was conducted by using the following methods: First, based on literature review, general and environmental characteristics of community health centers were identified and the arrangement and spatial composition was classified based on construction status and functions of each community health center. Second, based on the functional classification, the arrangements of two community health centers were analyzed and areas assigned for different functions were identified. And then, the area ratios were calculated and analyzed. Third, based on arrangement and area analysis of the subject community health centers, unit spaces for different functions and installation standards were established in order to optimize spaces in urban community health centers. Fourth, based on the established installation standard of urban community health centers, community health centers with vulnerable facilities were chosen and, afer rearrangement and division of spaces, the result of improvement was evaluated. The results of the study were as follows: First, arrangement types of community health centers were largely divided into the single, multiple, and radial types according to the location of the core and corridor. The horizontal analysis result suggested that the radial type was most noticeable as it connects treatment, business, and work with the core at the center. The vertical analysis result showed that the lower floor section have treatment-related functions close to the core and, therefore, allows easy access by the users, while the middle floor section enables connecting offices related to treatment, business, and work closely to one another. The upper floor section has office-related functions overall and separate spaces for managers to supervise work in different areas. Second, the function-based area analysis showed that the largest difference between rural community health centers and urban ones can be found in the business function. While rural community health centers reinforced medical services through day care business and installed multi-purpose rooms that were used as a community space, urban community health centers shifted the focus of business from treatment to prevention and rehabilitation services. The work function took up a high proportion as a result of increasing administrative work for the business. Third, the study found correlation between spatial composition and areas. The horizontal analysis was highly correlated to the construction area and gross area in terms of arrangement types, and the radial type, which was most commonly found, had the advantage of free spatial arrangement and easy movement between floors because of the core being located at the center of the corridor. The vertical analysis was highly correlated to the construction area and average number of floors in terms of correlation of characteristics between community health centers. Although a considerable difference was found in the average construction areas due to usage of the land and surrounding environment, because of the number of floors, the two types of community health centers had similar gross areas. Fourth, the result of establishing the standard facility guideline for urban community health centers and comparing the reference areas of standard facilities in the two types of community health centers suggested that the business function of urban community health centers reflects characteristics of cities in which programs are diversified according to changing disease structure and use of community health centers by different generations, while more areas were assigned to the work function in rural community health centers as they are used as a local community space. Fifth, after selecting community health centers with relatively vulnerable facilities based on the proposed standard facility guideline, the areas were re-allocated according to the functions and increasing importance of the business function. This study proposed a standard facility guideline for urban community health centers by focusing on reinforcing the business function and spatial rearrangement and area allocation to improve spatial composition of vulnerable community health centers. This can be used as a reference for future studies on space use in urban community health centers that include more diverse subjects and, as a result, help improve quality of urban community health centers.
