The purpose of this study is to develop a rubric to assess students’ performance in Earth Science objectively and properly in the educational field. By studying the literature, the criteria to assess Earth Science performance have been selected, the types of rubric have been determined, and the key elements have been defined. Evaluation criteria are divided into two parts, which are inquiry process and experimenting ability. The inquiry processes are subdivided into five basic inquiry processes and five integrated inquiry processes. Experimenting abilities are further divided into installing equipment, operating apparatus and instruments, and performing procedures. This study is aimed to develop a rubric that can be utilized in overall Earth Science to tell students’ strengths and weakness, and give feedback. To accomplish this, analytical rubric and task-general rubric are chosen as the types of rubric. In this study, evaluation criteria of the rubric have been developed as three: ‘excellent’, ‘fair’ and ‘inadequate’. To guide graders to interpret objectively, levels of performance are described in observable and objective terms based on the definitions of assessment criteria. The developed rubric has been revised during three research seminars and its preliminary validity had been verified. The preliminarily verified rubric was modified through a discussion with two teachers after a preparatory assessment with the rubric. The validity of the developed rubric was verified by four science education experts with a meta-rubric. The content validity index (CVI) of the rubric, which is calculated based on four categories-content, clarity, practicality, and reliability, was rated high (0.80~0.95). The verified rubric was applied to evaluate fifty students in eighth grade and one hundred ten students in ninth grade. The experimenting ability was evaluated by observing students during class, and the inquiry process was assessed by reviewing the report that was submitted after the class. The assessment results with the rubric were produced by two teachers and the researcher. To verify the validity of the outcome, percent agreement (PA) between graders and Kappa coefficient were calculated and the validity appeared to be satisfactory. After reporting the assessment results and giving feedback based on each evaluation criterion, students’ opinions on the assessment with the rubric were collected through a survey. Collected students' opinions are as follows: First, students identified their strength and weakness in each performance area. Second, students realized what part they need to learn and improve to be at the higher level of the performance. They were able to use the assessment as a guideline for improving their inquiry ability. Based on the results, it is concluded as follows. Firstly, with the performance assessment rubric in Earth Science, students’ performance in Earth Science can be evaluated objectively and appropriately. Secondly, since the developed rubric is a general rubric, it can be used in overall inquiry performance assessment with slight modification to adjust to the task.
