Many studies have reported that types of organizational culture, vocational consciousness, and job satisfaction are important factors to increase organizational effectiveness, and research efforts are still being made on the topics. The investigator set out to analyze factors related to turnover intention, which lowers organizational effectiveness, by applying such variables and propose policy and practice measures to reduce the turnover intention of social workers based on them. In an effort to investigate the effects of types of organizational culture on the turnover intention of social workers, this study established a couple of hypotheses based on literature and previous studies, set types of organizational culture(hierarchical, developmental, rational, and group culture) as an independent variable, turnover intention as a dependent one, and vocational consciousness and job satisfaction as parameters, and conducted a survey with 348 common social workers at social welfare institutions(welfare centers for the disabled, welfare centers for the elderly, and social welfare centers) around the nation. The analysis results were summarized as follows: First, types of organizational culture affecting the vocational consciousness of social workers include the developmental and group culture, which had positive(+) effects on it. Second, types of organizational culture affecting their job satisfaction include the developmental, rational, and group culture, all of which had positive(+) effects on it. Third, the vocational consciousness of social workers had positive(+) effects on their job satisfaction. Fourth, only the hierarchical organizational culture had effects on their turnover intention, which increased according to the type of organizational culture. The group organizational culture had negative(-) effects on their turnover intention. Fifth, the study looked into influential relations among the job satisfaction, vocational consciousness, and turnover intention of social workers and found that there were negative(-) effects between their job satisfaction and turnover intention and significant relations between their vocational consciousness and turnover intention. Sixth, the test results of mediating effects reveal that the developmental and group organizational culture showed significant results. Both vocational consciousness and job satisfaction had negative(-) effects on turnover intention, which indicates that higher vocational consciousness and job satisfaction will have positive effects on the reduction of turnover intention. Based on those findings, the investigator made the following policy and practice proposals: As for policy proposals, first, the qualification criteria of managers of social welfare institutions should be institutionally reinforced. This policy proposal raises a need for organizational managers to create an organizational culture fit for social welfare institutions. The institutional criteria should be reinforced for the qualification of organizational managers to recruit and deploy managers armed with rich expertise and organizational experiences in the concerned areas. Second, it is needed to standardize the criteria to select agencies to be entrusted with the operation of social welfare institutions for their organizational changes. The standardization of those selection criteria under the supervision of the government is very important for the systematic management and maintenance of social welfare institutions and absolutely necessary to increase their effectiveness and service quality. Third, there is a need to improve the qualification management system and the continuing education and training system to reinforce the professionalism of social workers. It will be a process of promoting self-development and self-realization in the aspects of vocational consciousness and job satisfaction, which were found to have effects on turnover intention. The improvement of the systems will certainly enhance organizational effectiveness. Finally, treatments for social workers should be improved for their higher job satisfaction. Proper economic rewards and improved welfare benefits are prerequisites to the job satisfaction of social workers. As for practice proposals, first, there should be the reinforcement of educational supports to increase the professionalism of organizational members. Both internal and external members should receive education regularly to reinforce their capabilities. Second, it is required to develop and apply a set of criteria for the self-evaluation of managers at social welfare organizations. It is the common case that only organizational members are under evaluation at social welfare organizations with the managers excluded from evaluation. If organizational members get to evaluate their managers as part of organizational justice, the managers will understand and evaluate the organizational members with a more objective attitude and perspective. When the managers are evaluated by the organizational members, it will have effects on the reinforcement of managers' capabilities and help them exert their abilities and potentials as much as possible for the changes of organization and the growth of organizational culture. Such processes will build a foundation for an organizational culture expected by the organizational members, thus contributing to improved organizational effectiveness.
