도로 청소 시 제거되는 도로오염이동원에서 발생하는 미세먼지 량(톤/년, 제거효율 약 50% 적용)을 산정(배출량×제거효율)한 결과, PM10 4,271 톤과 PM2.5 2,213 톤으로 추정되었다. 이를 위한 청소비용(단가 750만 원/톤 적용)은 총 48,630백만 원으로 산정되었다.
미세먼지 제거에 따른 사회적 편익은 PM10은 1조3천억 원, PM2.5는 1조6천억 원으로 추산되었다.

이상의 고찰을 토대로 도로발생 PM2.5 및 PM10을 저감하기 위한 정책적 제언을 하였다.
먼저 도로청소를 위한 재원확보 방안을 검토하였다. 타이어와 브레이크 패드 분야 발생 미세먼지에 대한 도로청소비용과 사회적 비용(의료비)을 합한 비용을 원인자부담 원칙에서 부과하는 경우, 타이어는 590 원/본, 브레이크패드는 493 원/개로 분석되었다.. 이 경우 2009년 판매량 기준 타이어 분야 133억 원, 브레이크 패드 분야 약 69억 원의 재원 확보가 가능할 것으로 추산되었다.
기술적인 측면에서 저공해 자동차의 보급 확산이 필요하다. 수도권지역 보급률을 약 50% 확대한다면 약 28톤 이상의 미세먼지 배출량이 감소할 것으로 기대된다. 친환경 타이어와 브레이크 패드의 개발보급은 수도권 미세먼지 발생 억제와 의료비 등 사회적 비용 저감에 크게 이바지 할 것이다.
미세먼지 저감을 위한 동북아 국제 협력방안을 비롯하여 점․면 오염원 지역의 도로변 미세먼지 관리를 대기오염 측정망과 연계하여 미세먼지 저감 정책을 시행한다면 수도권 대기환경 관리에 큰 도움이 될 것으로 판단된다. 또한, 수도권 지자체의 도로청소 차량의 보급지원과 운영비의 지원 등도 필요하다. 도로청소를 효과적으로 시행할 수 있도록 불법 주정차의 지양계도와 청소시간 등에 대한 주민 사전고지 등 행정적 지원도 뒷받침 되어야 할 것이다.

This study reviewed the policies on reduction of PM10 and PM2.5 under the “Second Master Plan for Air Environment Management in Metropolitan Areas”, and proposed policy plans for effectively reducing particulate matters (PMs) generated from road transport.
As of 2012, PM10 generated from the pollution source of road transport in metropolitan areas accounted for 29% (3,531.0 tons) of the total PMs across the nation. Specifically, 739.5 tons were emitted from Seoul while Incheon and Gyeonggi-do respectively generated 493.2, and 2,808.6. In addition, the total amount of PM2.5 emissions in metropolitan areas was 3,718.0 tons: Seoul, Incheon and Gyeonggi-do generated 730.0, 404.1 and 2,583.9 tons respectively.
In 2014, annual average PM10 concentration showed 46㎍/㎥ in Seoul and 49㎍/㎥ in Incheon, much higher than the WHO standard of 20㎍/㎥. In the same year, Seoul's road side PM2.5 concentration was 28㎍/㎥ which also way exceeded 10㎍/㎥, the level recommended by the WHO. The figures are also much higher than those of other industrialized countries including the US, Japan, France and UK.
The number of the registered vehicles in metropolitan areas was approximately 8.5 million in 2014, and its number has been continuously increased. The total vehicle millage that directly affects the amount of PMs emission (passenger cars, midsize cars and owner-driver cars) was 13,340 million km in Seoul, 5,146 million km in Incheon and 24,073 million km in Gyeonggi-do, respectively, during 2014.
PMs contain a variety of heavy metal substances harmful to human body, such as sulfate, nitrate, lead, zinc and cadmium, and they cause diseases in respiratory and cardiac systems. The tires and brake linings of vehicles contain harmful substances, such as lead, mercury and cadmium, which are the main causes for significant social costs (such as side effects), including medical expenses.
According to the result of calculation the amount of PMs emission caused by tire wear-out by applying the European emission coefficient in 2013, the amount of PM10 was 1,877 tons while that of PM2.5 was 1,313 tons. In the meantime, the amount of PMs emission caused by brake pads in 2013 was 2,759 tons of PM10 and 1,097 tons of PM2.5, respectively.
According to the result of calculation (Emission volume x Removal efficiency) of the amount of PMs generated from the source of road pollution movement removed during the road cleaning (Ton/Year. Applying about 50% of removal efficiency), the amount of PM10 and PM2.5 was 4,271 tons and 2,213 tons, respectively. The cost of cleaning them (Applying unit cost of KRW 7.5 million/ton) was estimated as KRW 48,630 million.
The social benefits created by removing PM10 were estimated at KRW 1.3 trillion for PM10 and KRW 1.6 trillion for PM2.5.
In 2014, it was analyzed that the medical expenses related to the treatment of respiratory system problems caused by tire and brake pad wear-out were approximately KRW 27,924 million out of the total expenditure of the medical treatment expenses related to respiratory system problems caused by PM2.5 (KRW 186,165 million).
Based on the examination mentioned above, this study proposed a policy for reducing PM2.5 and PM10.
First, this study reviewed a plan for securing financial resources for road cleaning. If a person who causes PM generated from tires and brake pads should bear the total expenses of road cleaning expense and social expense (medical expenses) under the polluter-pay principle, it was estimated that such expenses are KRW 590 per tire and KRW 493 per brake pad, respectively. In such case, it was estimated that it could secure financial resources of KRW 13.3 billion in the area of tires and KRW 6.9 billion in the area of brake pads.
In the technical aspect, low-pollution vehicles should be promoted and disseminated. If the rate of dissemination for metropolitan areas is increased by about 50%, it is expected that more than 28 tons of PMs emission would be reduced. Development and dissemination of environment-friendly tires and brake pads will significantly contribute to the suppression of the occurrence of PMs in metropolitan areas as well as the reduction of social expenses, such as medical expenses.
It would be of significant help in the control of air environment in metropolitan areas if it carries out an international cooperation plan for reducing PMs and implements a policy for reducing PMs in connection with the air pollution measurement network for the management of roadside PMs in the area of pollution source. In addition, metropolitan local governments should disseminate and support road cleaning vehicles and provide financial support. Administrative supports, including public campaign for preventing illegal roadside parking and advance notice of road cleaning schedule to residents, should be also provided for effective implementation of road cleaning.
