Climate change is intensifying hydro-meteorological disasters such as floods that are endangering not only physical and economical safety but also residential security. Adverse weather conditions from climate change can be a reason of migration population growth. They are usually called ‘climate refugees’. Researchers have predicted the number of climate refugees may outnumber of traditional refugees. Unfortunately, developing countries are suffered from the damage of climate change and natural disaster. The severity of climate refugee is also serious in developing countries, because they do not have enough natural disaster adaptation capacity. The Philippines is vulnerable to natural disasters in particular, it is affected averagely by 15-20 typhoons a year, and this serious risk requires natural disaster adaptation and prevention action. Resettlement is one possible strategy to prevent people who are likely to migrate due to natural disaster. It facilitates movement of people to safe resettlement site from risk area. And it has been a leading natural disaster adaptation and prevention program for ten years in the Philippines. However, resettled people tend to leave from the safe resettlement site, because it cannot guarantee their sustainable life. This study suggests sustainable resettlement plan for climate refugees, using the case study of Southville9 in Pinugay, Philippines. This study first developed the concept of sustainable resettlement for climate refugees. It derived 7 principles for successful sustainable resettlement community: Housing affordability, Infrastructure provision, Accessibility to job and public facilities, Existence of community spirit, Economic self-sufficiency, Natural disaster adaptation and prevention, Residents overall satisfaction. Residents overall satisfaction was conducted by field research including resident’s questionnaire survey, expert interview, and participatory observation. And then I applied them to the Ynares Southville9 to identify if these principles are appropriate principles for sustainability of resettlement community for climate refugees. And the author also extracted policy recommendations from the analysis. According to the policy recommendations, government’s support for self-help housing, small scale water and sewage system, promotion community movement are needed for community’s social sustainability. In addition, Job-oriented resettlement plan, vitalization of job training center and provision of job opportunity are necessary for economic sustainability. Natural disaster adaptation site planning is also important to prevent future disaster damage. The finding suggested that economic self-sufficiency is most important and urgent principle among 7 principles. Because poverty is direct challenge to sustain resettlement community. Further research is needed investigating these principles to fully implement in the resettlement community for climate refugees.
