For analysis, three cases of Design-Bid-Build projects (hereafter “DBB”) and the same number of Design-Build projects (hereafter “DB”) have been selected from small and mid-sized churches that were commissioned and completed after 2010; their construction processes have been analysed by each step of ordering. The most important factors in the delivery method of church building construction are as follows: the pastoral direction and purpose of church must be clearly manifested: communication is key to the success, engaging a diverse range of stakeholders: the level of professionalism among parties to this process is very important: and a systematic management of costs, period and quality is important. The main problem with DBB method is that, should there be issues in planning and design stages, they will only be discovered and resolved during the construction stage. In planning stage, lack of professional expertise in operation often leads to issues; in design stage, common issues include failure to reflect budgetary factors in design and delays in design due to frequent design changes as a result of inadequate communication. In construction stage, common issues are the choice of lowest-price contractor to address exceedingly expensive design, subcontractor’s inability to revise design, additional costs of redesigning, delayed construction and disputes over settlement of construction costs upon completion. On the other hands, issues with DB method are as follows. In planning stage, the lack of architectural expertise on the client, inappropriate choice of DB contractor, inadequate budgeting for each sector can lead to problem. In design and construction stage, there may be a discrepancy in quality expectations of client and DB contractor due to a lack of experience and awareness on the part of DB contractor of delivery method. The analysis results are thus offered to proffer solutions to the identified problems; an organic combination of these solutions are recommended. For DBB method, key improvements are as follows. In planning stage, a professional feasibility study should be commissioned to establish a systematic church building plan which reflects the church’s pastoral values, thereby preventing issues which result from lack of planning and preparations. For the design stage, schedule management which takes construction period into account, as well as quality control in design, can lead to significant savings in costs, delivering design that is of satisfactory scale and quality and within budget. During construction stage, flexible schedule management plan should be able to address unexpected events and issues; a systematic construction plan should reflect detailed budget plan by construction phase; construction supervisor should serve to facilitate communication between the church and contractor in order to ensure smooth construction. Key improvements for DB method build upon those for DBB method.
