Modern people spend most of their time indoors. Because the quality of breathing air, where people live and work, has been issued and attracted great public attention, emission and residual concentration of pollutants in indoors are regulated by “Act for management of multi-use facilities”. However, the regulation is only focused on provided-sized facilities. The information of human health effects caused by exposure to indoor air contaminants in small multi-use facilities is limited. The purpose of this study is to investigate human health risk assessment of indoor air quality at 186 small-sized vulnerable populations used multi-use facilities (108 kindergartens, 38 hospitals, and 40 aged welfare facilities). To obtain exposure data for conducting human health risk assessment, we measured concentrations of indoor air contaminants such as Formaldehyde(HCHO), Benzene, Toluene, Ethylbenzene, Xylene, Styrene, PM10, CO, NO2, and O3, according to the Indoor Air Quality Standard Method. We also conducted surveys on management of the multi-use facilities to identify major influential factors. Human health risk assessment was carried out in the consideration of sex, age, and type of use(user, worker). The process was as following order: hazard identification, dose-response assessment, exposure assessment, and risk characterization. Mean concentrations of VOCs(Volatile organic compounds) and HCHO in kindergarten were given as follows: HCHO (29.32 ±75.61 μg/m3) > Toluene (17.21±32.62 μg/m3) > Xylene (2.71±10.06 μg/m3) > Ethylbenzene (1.29±3.75 μg/m3) > Styrene (1.04±7.14 μg/m3) > Benzene (0.22±1.14 μg/m3). In hospital, mean concentrations of VOCs and HCHO were as given below: HCHO (56.32 ±204.74 μg/m3) > Toluene (53.50±80.84 μg/m3) > Xylene (3.22±5.14 μg/m3) > Ethylbenzene (3.08±4.09 μg/m3) > Benzene (0.59±1.22 μg/m3) > Styrene (0.08±0.46 μg/m3). In aged welfare facilities, mean concentrations of VOCs and HCHO were as below: HCHO (22.55±121.38 μg/m3) > Toluene (21.58±66.87 μg/m3) > Xylene (2.21±4.81 μg/m3) > Ethylbenzene (1.76±3.70 μg/m3) > Benzene (0.62±1.51 μg/m3) > Styrene (0.36±0.84 μg/m3). In accordance with correlation analysis, concentrations of Ethylbenzene, Xylene, and Styrene were significantly increased in kindergarten under 3 construction years compared to 3 years or more. Concentrations of NO2 in kindergarten was significantly higher in complex buildings than in isolated buildings. Reduction of PM10 strongly related to ventilation time. Hospitals located in complex buildings exhibited higher HCHO and TVOC(Total volatile organic compounds) values than in isolated buildings. For aged welfare facilities, concentrations of Ethylbenzene in complex buildings were higher than in isolated buildings. Rebuilding and internal fixation also affected residual concentration of TVOC. PM10 was significantly decreased in aged welfare facilities operating air cleaner. In carcinogenic risk assessment, values of acceptable risk were defined for user (10-6) and worker (10-5). Acceptable risk of non-carcinogenic contaminants was set for user (0.1) and worker (1). For contaminants that could not clearly be categorized as carcinogenic or non-carcinogenic substance, disease risk assessment was applied (user: 0.01, worker: 0.1). For user of kindergarten, mean carcinogenic risk of HCHO inhalation (male: 4.72×10-6, female: 4.07×10-6) were higher than acceptable value (10-6). Except for HCHO, other values were determined under acceptable risk. For worker of hospital, mean carcinogenic risk of HCHO inhalation (male: 1.62×10-5, female: 5.87×10-5) were higher than acceptable value (10-5). Other values were estimated under acceptable risk. For user of aged welfare facilities, mean carcinogenic risk of HCHO inhalation (male: 5.04×10-6, female: 4.30×10-6) was higher than acceptable value. In contrast, risk of other target contaminants in aged welfare facilities was acceptable. This study performed human health risk assessment of indoor air contaminants in uncontrolled small-sized multi-use facilities. Human health risk level of indoor air contaminants were estimated, and the major factors (e.g. building year, building type) affecting indoor air quality of each facility were also identified. The findings suggest that guideline reflecting on human health risk assessment should be established to control indoor air contamination. This study also provides basic information to establish best management practice on indoor air quality for human health.
