Under the Barro-Ricardo equivalence proposition, fiscal policy would not be able to change aggregate demand due to private sector’s offset behavior against changes in public saving. This study is to analyze how population aging and government debt level affect empirical validity of the Barro-Ricardo proposition across 5-country panel data including Korea and Japan. By using ARDL(Autoregressive Distributed Lag)-bound test, two variables show statistically significant impact on reinforcing the Ricardian proposition especially when government debt level is in excess of a threshold level of 76% of GDP, and a fiscal expansion measures would not be effective. The empirical analysis shows that the speed of aging variable has a positive and significant effect on private saving. And quantile regression model of private saving offset behavior using panel data for 23 OECD countries over 1990~2014 was used. The heterogeneous effects of speed of aging and level of government debt were considered in the regression across distributions of private saving rate testing for possible existence of nonlinear effects. The main empirical findings are as follows: First, quantile regression results showed statistically significant difference from mean regression results. Second, in high quantiles (0.7 quantile and above) of private saving rate, speed of aging and level of government debt had shown statistically significant impacts. That means ageing and government debt level may have a nonlinear effect on private saving, in addition to usual private saving offset in Ricardian equivalence. So effectiveness of fiscal policy measures may be further limited if population aging is fast going on and government debt going beyond a threshold level. The issue of disparity of income related to the aging agent, as it is the case in Korea , would only push the agent to restrain more from consumption preferring saving as measure of protection from uncertainty, hence, reducing further the aggregate demand.
