Our security environment is changing suddenly. So the human resource development of police to cope with this environment is very important. Incompetent or little qualified police could cause personal problems and more could disturb the attainment of goals of the entire police organization, could even lose the trust of citizens. The biggest factor that caused these problems is an error in the police recruitment test. The current police recruitment test is unable to adequately verifies psychological traits(e.g. character, personality, aptitude etc) and required competencies as a police officer. So it is necessary to distinguish incompetent candidates and excellent candidates through the careful selection procedures in the recruitment test. This could have prevented in advance that ineligible characters entering the police organization. Current recruitment Test of Patrol Officer system as revised in 2014 did not improve their problems that had existed previously, but rather seems to have degenerated than before. This thesis suggest improvement direction about the Recruitment Test of Patrol Officer for the exact selection of qualifying police officer. Especially how select police officer who has future core competentcies is the main point of this thesis. The summary of improvement methods about current Recruitment Test of Patrol Officer in korea is; First, it is necessary of the balance of major field subject and cultural field subject in written test. Now the required subjects are Englich and Korean history. Add to that Criminal law and Criminal procedure law are must come under required subject. And considering characteristic of business of police that is immediately restriction of fundamental rights, the Constitution subject must come under required subject too. Standardized scoring system should be abolished. Second, the body condition standard(e.g. height, weight) must be resurrected again. This could give coercion to the offender and give confidence to the citizens. Third, an examination of physical strength(e.g. explosive muscular strength, stamina, flexibility, speed agility etc.) must be adopted in recruitment test. Forth, to become quickly respond to the needs of different customers, and to be a trusted police, a dramatic change is needed in the interview test. I propose Zero based interview, camp training interview at least 2 nights and 3 days, interviewer training, development of a variety of interview techniques, candidate mutual evaluation, public interview score.
