PSM (Public Service Motivation), a tendency to serve the nation and society, is a pure motive beyond the limit of content theory (intrinsic reward) and process theory (extrinsic reward), and is a required motive for the workers of public organizations for public interest. According to a preceding study, PSM is effective for job satisfaction, organizational commitment, organizational performance, public awareness, organizational citizenship behavior, etc. For a public organization to efficiently manage human resources and become an organization pursuing public interest, it needs to use PSM as a factor influencing organizational effectiveness. Thus, the purpose of this study was to conduct an empirical analysis on the PSM improvement factors of public service officials in Busan Metropolitan Office of Education for efficient organizational operation. The study focused on socio-historical factors (gender, age, terms in office, religion, place of employment, position, preparation period for employment, level of education, learning method, degree of meeting participation, marital status, whether they had children or not, preferred reward, whether they had public service officials as family members or not, and community service) that works regardless of before and after the public service career as well as organizational factor (a supervisor’s ethical leadership) that can work after one’s turn in the office, and the results were as follows. First, the PSM level was higher for older age, longer terms in office, and higher position. Yet, the group of public service officials in their 40s and 50s, group with 21 to 27 years of terms in office, and the group with the position of grade 5 and 6 had lower PSM level than the subordinate group. Second, public service officials with a religion had higher PSM than those without religion, and PSM increased due to sympathy for officials with religions in the lower PSM dimension under the control of ethical leadership. Married officials had higher PSM than unmarried officials, and PSM increased due to the effect of commitment to public interest under the control of ethical leadership. Third, public service officials of series recruitment had higher PSM than open recruitment officials, because of the increase in PSM according to their age and terms in office. Fourth, the initiative of learning method in work had a positive correlation with PSM. Fifth, public officials participating in meetings 2 to 4 times a month had higher PSM for meeting participation level at work. Under the control of ethical leadership, meeting participation had an influence on the attraction to public policy making. Sixth, there was no PSM difference according to preferred reward and no significant difference in preferred reward by ranking as well. Seventh, those who had public service officials as family members had higher PSM than those who did not. Especially, those with public service officials as family members had higher attraction to public policy making and commitment to public interest than those who did not under the control of ethical leader. Eighth, public service officials with an experience of annual community service (voluntary community service) and community service experience during school days (non-voluntary community service) had higher PSM than those who did not. In the comparison between those with voluntary and non-voluntary community service experience, those with a voluntary community service experience had higher PSM. Ninth, the study results showed that a supervisor’s ethical leadership had a positive effect on the subordinate’s PSM. Under the mutual control of sociohistorical factors and organizational factor, the PSM influence was in the order of 'ethical leadership > voluntary community service > lower position > has a public service official as a family member'. The above study results demonstrated that the organizational factor (ethical leadership) had a greater influence on PSM than the sociohistorical factors. Like Perry (1997)’s claim, the general characteristics of public career an individual experiences after joining an organization are important variables that influence the formation of PSM. Based on this fact, the following four elements must be considered to improve PSM in a public organization where various generations exist: first, the cultivation of a supervisor’s ethical leadership (especially ‘social responsibility’); second, assignment of a new public service official to an institution (higher ranking institution) where s/he can be influenced by an ethical leader as the first workplace; third, the instillation of the sense of voluntary community service on all employees. ; and forth, for the improvement of PSM for all employees including higher position based on ethical leadership, the public organization should support ‘fairness’ by realizing ‘justice.’
