As the times change, there is a growing desire among the citizens for welfare system and welfare organizations operating their own facility have also continued to increase. Welfare facilities are becoming more of social institutions. As for local governments, political populism has increased welfare projects which are not carefully designed for the needs; therefore there are some regions in abundance with welfare facilities as some others in shortages of those. The purpose of this study is to give a suggestion for improving the quality of social services and operation of social welfare facilities. To collect data, I have interviewed social welfare workers and local government officers based on the literature analyzing the laws, regulations, guidelines, academic studies and so on. I focused on operating system, legal status, and contracting-out management issues of social welfare facilities in Busan. First of all, the institutional autonomy should be given to the trustee representing the social welfare corporation, when examining accounts it should be done by an external expert. To prevent fraud or corruption that can occur in social welfare facilities, it must be institutionalized to use credit cards which are especially designed for subsidies expenditure. Social Welfare Centers, as leading general welfare facility should take a valuable part in relations with similar welfare facilities. Elderly welfare center also should strive to provide comprehensive information to offer personalized services, and to enhance comprehensive networks among agencies. To the convenience for the use of amenities, we should establish a long-term supply plan for Rehabilitation Centers for the Disabled. Some welfare facilities are in operation under local government, but they should be operated by welfare corporations for effective operation. The operation procedure should be open to a large number of welfare related corporations. Above all, abundant subsidy is needed for the better treatment of social workers and the better management of the welfare facilities. It should be evaluated afterwards through a thorough audit of the operational facilities. Evaluation system for operating should also be improved so that more citizens can participate in it. In conclusion, for the successful contracting-out mismanagement of social welfare facilities, financial support of local governments, and efforts of the welfare entities for operational improvement, and citizens’ participation and concerns are highly needed.
