The 21st century is an era in which culture and industries converge. Recently, art has actively adopted new technologies to expand to various other areas such as digital media art. It is creating high added value with new innovative ideas and sensations, having a far-reaching impact. In this regard, many countries across the globe have already introduced systematic education programs for the gifted to their curriculum and are competitively providing a number of related policies. A handful of talented people with creative minds can lead a nation’s economy, society and culture, granting a nation with such talents an upper hand in global competition. Therefore, it is essential to nurture the gifted in visual arts, taking into account changes in art paradigm in a national strategic standpoint. For meaningful education for the gifted in visual arts, the most important is the identification of such students, which is the very starting point. In order to secure feasibility and fairness in the process, identification criteria should first be established based on preliminary research and the selection of the gifted in visual arts should be made according to such criteria. Recent developments in selecting gifted students found that teacher nomination has been in practice since adopted in 2010. The first selection process among the four steps is made by teachers, making the role of teachers highly crucial. However, primary education requires a teacher to cover all subjects and it is inevitable that teachers lack expertise to a certain subject compared with specialists in that field. In addition, opportunities for training for such selection, clear criteria for nomination and evaluation tools are absent. This leads to complaints in the selection process and heavy burden on the teachers. Thus, it deems necessary to develop a simple evaluation tool that can help ease the burden on teachers. This study focuses on analyzing the characteristics of gifted in visual arts, establishing identification criteria, assessing a variety of test papers and developing an identification tool for the gifted in visual arts. It started with a question of if it would be possible to develop a tool for identifying the gifted in visual arts that can easily determine such students using only test papers and pencils in a classroom within an hour. Before conducting the study, the definition of the gifted and the characteristics of the gifted in visual arts were examined and identification criteria were established based on related documents and preliminary research. Throughout the study process, the existing identification tools were studied and constant review on the related documents and preliminary research was conducted for the part of identification tools that can be applied. Based on the research, a three-step tool for identifying the gifted in visual arts was developed, followed by pilot tests that discovered a few issues. After adding one more step to the tool, complementing the issues, the four-step tool was developed and implemented. This process required cooperation from specialists in the area and fellow teachers. Research data were gathered through interviews, conversation recordings, observation, surveys and research logs. Data analysis focused on the purpose of the study, utilizing qualitative case study methodology. The last stage included interviewing the teachers who implemented the identification tool to describe the effectiveness and rooms for improvement. With am aim to achieve the purpose of the study, the following four were set as key research questions: First, what are the characteristics of the gifted in visual arts? Second, what are the criteria for identifying such giftedness? Third, what are the drawing tests that an be applied to the identification process for the gifted in visual arts? Fourth, is the identification tool based on drawing tests appropriately composed according to the implementation results? For this purpose, the definition of “the gifted” was analyzed as it provides the basis for the identification and the characteristics of and the identification criteria for the gifted in visual arts were also examined. Then the implementation method and applicability of the existing and currently used models, such as standardized identification tools, projective drawing tests and the Wartegg-Zeichen test (WZT), as tools for identifying the gifted were analyzed. For the items that viewed applicable, preliminary studies were conducted on 110 students in the fifth grade. After the studies, the test level was readjusted and identification criteria were established, resulting in a four-step tool for identifying the gifted in visual arts. There are four steps in the identification tool. The first one is to look and draw, which allows identifying the gifted through flat drawing that is one of the most basic requirements for the giftedness. The next stage is drawing outlines. The scribble exercise from the Horn Art Aptitude Inventory was adopted to measure the abilities to recognize forms and describe figures using quick drawings of 20 simple objects. The third step includes a visual memory test, taking into consideration that the gifted in visual arts tend to outmatch those who are not talented in terms of remembering and reenacting an object after seeing once. The last step uses the WZT to make students complete stimulus drawing, which can assess the abilities to materialize ideas and map out stories. To prove the effectiveness and examine the applicability of the identification tool developed after this process, classes in the 4th and 6th grade at J Elementary School, part of the Seoul Metropolitan Office of Education, were selected. Since the tool was developed with an aim to prove the effectiveness of the teacher observation and nomination method, teachers of the classes directly used the tool for identifying the gifted in visual arts on their students and completed surveys after the tests. Interviews with the teachers were followed based on the results to discover the effectiveness and rooms for improvement. The conclusions of the study, derived from the test papers, teacher interview materials, student list selected by the teachers and performance evaluations from the art department, are as follows: First, teachers demonstrated a positive reaction to the identification tool after the firsthand implementation that it was appropriately composed for distinguishing the characteristics of the gifted in visual arts. 0-2 students were nominated in all four areas from each class while 1-2 were nominated in three areas. The tool also helped discover new talent while identifying the gifted, increasing students’ interest in the subject of art. Therefore, the tool developed by this study is considered appropriate to be applied to elementary school art. The 21st century is an era in which culture and industries converge. Recently, art has actively adopted new technologies to expand to various other areas such as digital media art. It is creating high added value with new innovative ideas and sensations, having a far-reaching impact. In this regard, many countries across the globe have already introduced systematic education programs for the gifted to their curriculum and are competitively providing a number of related policies. A handful of talented people with creative minds can lead a nation’s economy, society and culture, granting a nation with such talents an upper hand in global competition. Therefore, it is essential to nurture the gifted in visual arts, taking into account changes in art paradigm in a national strategic standpoint. For meaningful education for the gifted in visual arts, the most important is the identification of such students, which is the very starting point. In order to secure feasibility and fairness in the process, identification criteria should first be established based on preliminary research and the selection of the gifted in visual arts should be made according to such criteria. Recent developments in selecting gifted students found that teacher nomination has been in practice since adopted in 2010. The first selection process among the four steps is made by teachers, making the role of teachers highly crucial. However, primary education requires a teacher to cover all subjects and it is inevitable that teachers lack expertise to a certain subject compared with specialists in that field. In addition, opportunities for training for such selection, clear criteria for nomination and evaluation tools are absent. This leads to complaints in the selection process and heavy burden on the teachers. Thus, it deems necessary to develop a simple evaluation tool that can help ease the burden on teachers. This study focuses on analyzing the characteristics of gifted in visual arts, establishing identification criteria, assessing a variety of test papers and developing an identification tool for the gifted in visual arts. It started with a question of if it would be possible to develop a tool for identifying the gifted in visual arts that can easily determine such students using only test papers and pencils in a classroom within an hour. Before conducting the study, the definition of the gifted and the characteristics of the gifted in visual arts were examined and identification criteria were established based on related documents and preliminary research. Throughout the study process, the existing identification tools were studied and constant review on the related documents and preliminary research was conducted for the part of identification tools that can be applied. Based on the research, a three-step tool for identifying the gifted in visual arts was developed, followed by pilot tests that discovered a few issues. After adding one more step to the tool, complementing the issues, the four-step tool was developed and implemented. This process required cooperation from specialists in the area and fellow teachers. Research data were gathered through interviews, conversation recordings, observation, surveys and research logs. Data analysis focused on the purpose of the study, utilizing qualitative case study methodology. The last stage included interviewing the teachers who implemented the identification tool to describe the effectiveness and rooms for improvement. With am aim to achieve the purpose of the study, the following four were set as key research questions: First, what are the characteristics of the gifted in visual arts? Second, what are the criteria for identifying such giftedness? Third, what are the drawing tests that an be applied to the identification process for the gifted in visual arts? Fourth, is the identification tool based on drawing tests appropriately composed according to the implementation results? For this purpose, the definition of “the gifted” was analyzed as it provides the basis for the identification and the characteristics of and the identification criteria for the gifted in visual arts were also examined. Then the implementation method and applicability of the existing and currently used models, such as standardized identification tools, projective drawing tests and the Wartegg-Zeichen test (WZT), as tools for identifying the gifted were analyzed. For the items that viewed applicable, preliminary studies were conducted on 110 students in the fifth grade. After the studies, the test level was readjusted and identification criteria were established, resulting in a four-step tool for identifying the gifted in visual arts. There are four steps in the identification tool. The first one is to look and draw, which allows identifying the gifted through flat drawing that is one of the most basic requirements for the giftedness. The next stage is drawing outlines. The scribble exercise from the Horn Art Aptitude Inventory was adopted to measure the abilities to recognize forms and describe figures using quick drawings of 20 simple objects. The third step includes a visual memory test, taking into consideration that the gifted in visual arts tend to outmatch those who are not talented in terms of remembering and reenacting an object after seeing once. The last step uses the WZT to make students complete stimulus drawing, which can assess the abilities to materialize ideas and map out stories. To prove the effectiveness and examine the applicability of the identification tool developed after this process, classes in the 4th and 6th grade at J Elementary School, part of the Seoul Metropolitan Office of Education, were selected. Since the tool was developed with an aim to prove the effectiveness of the teacher observation and nomination method, teachers of the classes directly used the tool for identifying the gifted in visual arts on their students and completed surveys after the tests. Interviews with the teachers were followed based on the results to discover the effectiveness and rooms for improvement. The conclusions of the study, derived from the test papers, teacher interview materials, student list selected by the teachers and performance evaluations from the art department, are as follows: First, teachers demonstrated a positive reaction to the identification tool after the firsthand implementation that it was appropriately composed for distinguishing the characteristics of the gifted in visual arts. 0-2 students were nominated in all four areas from each class while 1-2 were nominated in three areas.
