본 연구에서는 안전성과 관련된 장치 또는 시스템과 관련하여 국제 표준에 따라 안전성을 보증하기 위하여 요구되고 있는 안전 무결성 등급에 대한 기본적인 개념과 할당 방법론의 유형에 대하여 연구하고 각각의 방법론을 화재 및 승하차 시 안전성 보증을 위해 설치되는 실제 승강장 스크린도어(Platform Screen Door, PSD) 시스템에 적용하여 그 결과를 검토 및 비교하였다. 특히, 국제 표준에 근거한 안전 무결성 할당 방법론 중 정성적인 방법론인 Risk Graph 방법론과 정량적 할당 방법론의 적용에 있어서의 단점을 보완하기 위하여 반 정량적 리스크 파라미터를 적용한 새로운 안전 무결성 할당 방법론에 대하여 연구하고 실제 철도 승강장 도어시스템에 적용하여 결과를 비교 및 검토 하였다. 연구 결과, 본 연구에서 새롭게 제시한 ‘Semi-Q 할당 방법론’과 ‘Semi-Q Risk Graph 방법론’에 의한 할당 결과가 정량적인 측면에서 THR과 정성적인 측면에서의 SIL 할당 결과에서 기존의 방법론에 의한 할당결과에 비해 다소 차이가 있었으나, 대부분 동일한 수준의 결과가 할당됨을 확인 하였다. 결론적으로, 특정시스템에 대한 안전 무결성 등급 할당 시 적용되는 방법론 및 유해위험요인 분석 결과에 따라 안전 무결성 등급 할당결과가 달라질 수 있으며, 보수적인 안전 무결성 등급 할당 결과는 안전성 측면에서만 고려할 경우 적용이 간단하고 적합한 방법이긴 하나, 반면에 현실적으로 적용이 가능하지 않거나 시스템 개발에 소요되는 노력이나 비용적인 측면에서 불필요하고 부적절한 목표가 설정될 수 있을 것으로 판단된다. 따라서 철도시스템을 대상으로 국제표준에 정의된 방법론의 적용에 어려움이 있거나 현실적으로 적용이 불가능한 제한적인 상황에서는 본 연구에서 제시한 바와 같이 보완적인 할당방법론을 적용함으로써 효율적이고 적합한 안전 무결성 등급이 할당될 수 있을 것으로 기대된다.

This research studied the basic concept and methodologies for allocation of the Safety Integrity Level(SIL) required to assure safety of the safety-related systems according to the international standards, and reviewed and compared the allocation results by applying the allocation methodologies each to an actual railway platform screen door(PSD) system which is installed to ensure safety when passengers get on and off the train or fire takes place. Particularly in this research, a new SIL allocation methodology which employs semi-quantitative risk parameter has been developed to complement the limitations in the application of the existing qualitative risk graph methodology and other quantitative allocation methodologies in the international standards and the allocation results from the application of the new methodology have been reviewed and compared to the results from the application of the existing methodologies. The research has identified this new methodology produces similar allocation results to those of the existing qualitative and quantitative methodologies despite a slight difference between them. In addition to this, it has also been identified that different results can be produced when allocating SIL to a specific system depending on the applied methodologies and hazard analysis results. While the conservative SIL allocation methodologies are simple and appropriate when only safety is concerned, they can be inapplicable to real situations and also cause to set unnecessary and inappropriate targets which leads to spend excessive efforts and costs in a system development. Therefore, for circumstances where it is difficult or practically impossible to apply the existing methodologies defined in the international standards to railway systems, the application of the new allocation methodology presented in this research will be a complementary solution for efficient and appropriate SIL allocation.
