RCP 8.5 기후변화 시나리오(2011~2099) 적용을 통한 유입량의 변화를 분석한 결과, 홍수기(6월~9월)의 평균 유입량은 과거(1991~2010) 대비 약 37.8% 증가하는 것으로 나타났으며, 갈수기(10월~5월)의 평균 유입량은 과거 대비 약 34.2% 증가하는 것으로 나타났다. 연평균 유입량의 경우, 과거 대비 약 36.4% 증가하는 것으로 나타났으며, 계절별 유입량의 변화가 가장 큰 시기는 여름철(Coefficient of Variation, CV: 0.56)인 것으로 분석되었다. 또한, 유량-유황곡선(Flow Duration Curve, FDC)이 평활화 되는 경향이 나타나고 있는데, 이는 미래 저수지의 유입량 중 중・저유량의 발생 빈도가 상대적으로 높아진다는 것을 의미한다. 다음으로 기후변화에 따른 환경유량 영향 평가를 위해 미국의 국제자연보호협회(The Nature Conservancy)에서 제시한 환경유량별 생태환경시스템에 미치는 영향에 관한 기준을 적용하여 과거 대비 기후변화 시나리오 적용 시 환경유량별 구성 지표 평균값의 변화와 기후변화 시나리오 적용을 통해 산정된 환경유량지표의 경향성 분석결과를 바탕으로 수생생태계에 미치는 영향을 다음과 같이 전망하였다. 기후변화로 인해 과거 대비 미래의 High Flow Pulses와 Large Floods는 증가하여 과거보다 수생생태계 환경이 개선되나, 기후변화 시나리오 기간 내에서는 감소하여 미래 수생생태계 환경에 부정적인 영향이 미칠 것으로 전망되었다. Small Floods의 경우, 과거 대비 기후변화 시나리오 적용 시 증가하여 외래종의 유입이 줄어 수생식물이 자생하기에 좋은 수생생태계 환경이 구축될 것으로 예측된다. Extreme Low Flows는 과거 대비 기후변화 사나리오 적용 시와 기후변화 시나리오 기간 내 모두 증가하여 미래 수생생태계 환경이 개선될 것으로 분석되었다. 본 연구의 결과는 유역의 수문 결과에 불확실성이 내제되어 나타나는 한계가 있지만, 향후 장기간 축적된 자료를 바탕으로 다중모델앙상블 모델의 적용 및 대상유역의 확장을 통해 불확실성을 줄이고 연구의 일반성을 높인다면 기후변화 적응을 위한 생태환경시스템을 구축하는 데에 유용하게 활용될 수 있을 것으로 판단된다.

The recent increase of abnormal climate phenomena such as super El Nino, La Nina and extraordinary flood events have resulted in lower design flood and frequency in agricultural reservoirs in Korea. Also, severe deterioration of reservoirs has caused reservoir collapses and damage. In response to this, research on water resource impact assessment considering climate change has actively been conducted in Korea. However, studies on environmental aspects considering establishment of a sustainable ecological environment system in basins are not enough yet. Therefore, this study applied RCP 8.5 climate change scenario to analyze flow variations due to climate change by month, year and season to evaluate the impacts on the ecological environment system quantitatively and analysis on environmental flow components such as peak flow, duration, timing and frequency was conducted through Indicators of Hydrologic Alteration (IHA). To select a target basin, this study conducted assessment of dam rehabilitation priority for 5 agricultural reservoirs in Han river basin in terms of economic feasibility, environmental characteristic, policy and sociality. As a result, the Gosam reservoir was a basin of the highest priority, so it was selected as this study’s target basin. As a result of analyzing the inflow variations through RCP 8.5 climate change scenarios (2011~2099), the average inflow increased by around 37.8% during flood period (Jun~Sep) and about 34.2% during drought period (Oct~May) compared to the past (1991~2010). The annual average inflow grew around 36.4% compared to the past, and summer showed the biggest inflow variations (Coefficient of Variation, CV: 0.56). Moreover, this study showed the tendency of equalized Flow Duration Curve (FDC), which indicates that the frequency of low and mid rates of inflow into the reservoir become relatively higher in the future. In addition, in order to evaluate the impacts of climate change on environmental flow, the standard on the impacts on ecological environment systems by environmental flow presented by The Nature Conservancy was employed in analyzing the tendency of environmental flow components that were estimated through IHA. Also, changes in the mean value of environmental flow components between when applying the climate change scenarios and the past data were analyzed. As a result, the impacts on aquatic ecosystems are predicted as follows. Due to climate change, it was predicted that High Flow Pulses and Large Floods increase in the future, improving aquatic ecosystem environment compared to the past. However, they would decrease during the climate change scenario, having negative impacts on future aquatic ecosystem environment. If the climate change scenario is applied, Small Floods would rise and inflow of foreign species would decline. This is expected to lead to establishment of aquatic ecosystem environment inhabitable for aquatic plants. Extreme Low Flows were analyzed to increase both when the climate change scenario is applied and during the climate change scenario period, improving aquatic ecosystem environment in the future. The results of this study have a limitation that uncertainty is included in the hydrologic results of basins. However, if the uncertainty is reduced and the universality of the study is improved by applying multi-model ensemble models and expanding target basins based on long-term accumulated data, it can be useful in establishing ecological environment systems to adapt to climate change.
