Uncertainties in discharge measurement using current meters and floats are evaluated usually by ISO748:2007. The evaluation of uncertainty in discharge measurement using current meters is well documented in this guide. However, uncertainty evaluation method for discharge measurement using floats presented in ISO748:2007 is incomplete due to insufficient study. The uncertainty in discharge measurement using floats should be evaluated with consideration of uncertainties in number of verticals, mean velocity, depth and distance. However, since the evaluating procedure or pre-evaluated values for uncertainty generated from the mean velocity measurement are not presented in the guide, the uncertainty of discharge measurement is, in practice, evaluated without consideration of standard uncertainty for mean velocity, which results in underestimation of uncertainty. The objective of this study is, therefore, to estimate the standard uncertainties for mean velocity with consideration of uncertainty in velocity coefficients assigned according to the float draft, and by applying this result, to improve the evaluation of the uncertainty in discharge measurement using floats.
The experiments were carried out to evaluate the standard uncertainties of mean velocity associated with velocity coefficients, which is recognized as the major parameter contributing to the standard uncertainty of mean velocity. The standard uncertainty of mean velocity was evaluated by combining the random and systematic uncertainties which were calculated by considering the mean velocities measured using ADV as true values. The result shows that standard uncertainties of mean velocity are 15.30 % for surface float with 10-cm draft and 11.05 % for rod float with 50-cm draft. The uncertainties in discharge measurements using floats were evaluated by GUM and ISO 748:2007. The uncertainties associated with standard uncertainties of mean velocity appeared to be increased by 3.3 % with the GUM method and by 3.2 % with the ISO 748 method, compared to the values obtained without consideration of standard uncertainties of mean velocity. Also, the sensitivity coefficient of each uncertainty factor was calculated, and the sensitivity coefficient of mean velocity was calculated to be the largest.
It is concluded that this study improves the guide for evaluation of standard uncertainty in discharge measurement using floats in ISO 748: 2007. And this will contribute to raising the reliability of the discharge data obtained using floats. Further study is needed to provide the standard uncertainties of mean velocity applicable to various rivers.
