The purpose of this study is to present a new theoretical framework that there is the stage where the birthrate falls and where the birthrate rebounds as the socioeconomic development is accomplished. The industrial structure has been carrying out from the agrarian society to industrial society, to post-industrial society again as the economy developed historically. At the same time, the societal cultures and family structures undergoes the change. This study assumes that the central axis of the family has transformed from the vertical axis of the father-son relation, to the horizontal axis of the husband-wife relation. This process is divided into 2 stages. In the industrialization stage, a nation or a society achieves the ‘individual gender equality’ in family formation, including marriage or divorce. In the post-industrial stage, it achieves the ‘social gender equality’ in family maintenance, that is, the couple equality in th family including child rearing and household labor and the gender equality in the labor market. This paper grouped 33 OECD member countries as post-industrialization countries and 103 countries as industrialization countries. This paper conducted the hierarchical regression analysis, using the sex ratio at birth, mean age of childbearing, female labor force participation rate as the control variables and the GNI per capital, expected years of female schooling, global gender gap index as the explaining variables. Research results find that in the case of the developing country group, the expected years of female schooling (p<0.01) and the GNI per capital(p<0.01) give the statistically negative significance but the global gender gap index doesn't give the statistical significance in the condition where the control variables are controled. The expected years of female schooling gives the big effect to the birthrate, and the GNI per capital reach the half to the effect that the expected years of female schooling gives. In the case of the advanced country group, the expected years of female schooling(p<0.1), the GNI per capital(p<0.1), and the global gender gap index(p<0.01) give the statistically positive significance to the birthrate in the condition where the control variables are controled. The variable affecting the big effect to the birthrate most was the globlal gender gap index, which had over twice of the expected years of female schooling, and the GNI per capital. Accordingly, in the industrialization stage, the birthrate falls as the education level of women(the expected years of female schooling) is higher, in the post-industrialization stage, the birthrate rises as the gender equality level(the global gender gap index) is higher. Based on this conclusion, it can reason that the relationship between the socioeconomic development and birthrate is the U-shaped relation which means that in the industrialization stage, the birthrate falls, in the post-industrialization stage, the birthrate rises up as the socioeconomic development is achieved. The relationship between the gender equality and birthrate is the U-shaped relation. In the industrialization stage, the birthrate falls as the individual gender equaltiy reaches, in the post-industrialization stage, the birthrate rises up as the social gender equality reaches. Meantime, the further study is proceeded in order to examine in the Korean situation what policies on gender equality would be carried out. The cluster analysis is performed to check what kinds of difference between the high birthrate countries and the low birthrate countries in the advanced 33 countries. Research results find that the 6 variables has the statistically significant difference. The 6 variables includes wage equality for similar work, estimated earned income, legislators senior officials and managers, women in parliament, years with female head of state, unpaid work time of the man to women.
