The objectives of this study are to examine university research staffs’ change of safety awareness conducted in the actual condition surveys, and evaluate their current year 2016’s safety awareness. To do so, the study extracted and analyzed common factors of four year surveys(2010, 2012, 2014, 2016) of laboratory safety management actual condition survey data conducted according to the ‘Act on the Establishment of Safe Laboratory Environment’. The purpose of this study is to derive changes and problems of laboratory safety management, and suggest improvements to provide basic data for forming safe laboratory environment and contribute to the direction of policy. According to the study result, the problems in common factors of four of the university laboratory safety actual condition surveys are partial or no designation of safety environment manager, not holding regular laboratory safety committee meetings, and increasing accidents even with the continuous actual condition survey and management. The analysis of 2016 actual condition survey also highlights the low completion of education and no disciplinary measures when failing, and thus, requires recognition and ways to address these problems. According to the research staffs’ awareness survey result, problems are that staffs have little or no information regarding type and location of individual protective gears, universities’ low insurance registration, and lack of participation in compulsory education. According to the study result, as the number of actual condition survey increases, universities’ compulsory regulations are well controlled, whereas the safety awareness of research staffs is weakened. Furthermore, although there has been increase in the universities’ purchase rate of insurance due to the legal regulation, many of the research staffs are not aware of the insurance or the practical benefits of insurance. Particularly, for education which most of the universities conduct, over 50% of the research staffs who are subjects of education are uninformed or have yet been participated in the education. Thus, the study highlights the large awareness divergence between laboratory management in universities and research staffs. With the study result as basis, to ameliorate these problems and to activate and actualize a systematical safety management of laboratories, it is necessary to appoint full charge seniors instead of partial or concurrent appointment of safety environment managers, and convert the regular university laboratory safety committee meetings into mandatory meetings. It is also necessary to conduct a continuous promotion and management of university’s safety management regulation. Furthermore, in order to enhance the awareness of university’s insurance purchase, universities should clearly inform their staffs regarding responsibilities, authorities, and insurance claim procedures during laboratory safety education so that staffs can be protected within the insurance policy. Safety measures to reduce accidents in university laboratories are a periodic monitoring by chief of laboratory, providing systematic management manuals and guidelines for safety management of research institutes and individual laboratories, and adopting guidelines of management and responsibilities conducted in universities of advanced countries. Moreover, for laboratory management other than ‘Act on the Establishment of Safe Laboratory Environment’ subject laboratories and science and technology field laboratories, it is necessary to adopt research staffs’ risk considered classification method instead of existing classification system, which uses academic field or major as factors. The standard classification system of universities should be also assorted into majors in detail, even for large and middle categories, so that research staffs clearly understand their applicability of ‘Act on the Establishment of Safe Laboratory Environment’. In order to enhance the safety awareness of research staffs in universities, intensive disciplinary measures such as restricting access to laboratory, personnel penalty, fine imposition should be carried out if and when violating safety regulation such as safety education failure. The laboratory safety education participation should be transferred from recommendation into a mandatory participation. Furthermore, instead of conducting a 6 hour of perfunctory education per half-year as illustrated in the ‘Act on the Establishment of Safe Laboratory Environment’, the effectiveness of education will be enhanced if the education is rearranged in accordance with the research staffs’ needs by assigning education such as safety regulation, psychological safety, and common hazard factors in the laboratory, and performing practical experiments with appropriate safety education conducted by research manager prior to practice. Thus, the study suggests to designate compulsory completion courses, adopt pass-fail system instead of grading system, and develop virtual reality based programs and educational gaming application for indirect experiences of laboratory, so that research staffs recognize and understand the importance of safety. Like most of the advanced countries’university regulations, new regulation should be enacted so that individuals involved in the accident can directly enter their accidents into the university homepage instead of safety manager filling out accident report for them. This process would prevent the possibility of ommission or reduction of accident, and would help to improve laboratory environment. The study is significant for it examines yearly differences of the safety management laboratory actual condition survey and research staffs’ safety awareness, analyzes difference in the laboratory safety environment, and proposes amelioration method. Until today, the laboratory safety related studies were only conducted with respect to factors such as year, institute, major, and partial research staffs, and only fragmentary studies of actual condition and safety awareness of laboratory environment have been performed. Thus, the study is meaningful and can be differentiated from other studies for it examines the flow of four year quantities of laboratory safety actual condition from 2010 to 2016, and analyzes the comparison of university actual condition survey with the yearly changing differences in research staffs’safety awareness and present safety awareness of research staffs. In expectation, the study would be used as basic data for practicing laboratory safety culture.
