The present study examined the management system for common use of CCTV, which is a general equipment that composes the service of Smart City (U-city). CCTV management systems of individual departments need integrating to establish a social safety network and disaster management in a city, but it is the case that each department installs and operates CCTV independently. Furthermore, it is necessary to analyze the photographing range of previously installed CCTVs in order to improve their operational efficiency and remove blind spots. However, previous studies proved that the analysis of photographing range hasn't discovered enough elements necessary for a modeling technique and application in reality. In this respect, this study derived the elements for common use and management of CCTV first and then made a management ledger that can be commonly used for various government departments using them in order to overcome such limitations. To apply the proposed management ledger, this study improved some provisions of the Guidelines so that a integrated operation center can manage CCTV in an integrated manner. Second, this research proposed a current status analysis model to review the installation status and shooting range of CCTV. For doing this, the elements to determine the photographing range of CCTV were derived by its specification and installation environment. And the resultant elements and 3D Isovist model were applied to design a current status analysis model. The current status analysis model could be used for a preventive plan from the impact of security facility operation and confirmation system described in ‘U-City Infrastructure Management Guidelines’. Third, the integrated model was developed for common use of CCTV. It was designed to compensate the current difficulties of and improved the managerial functions of CCTV used for the integrated management system of Ministry of Land, Infrastructure and Transport. The integrated model for common use of CCTV has such significance as follows. First, it paved a ground for managing the modification history of CCTV and its subsidiary equipment based on the form of the proposed management ledger. Second, it was found that current 3D status analysis model is a technique that can be used in reviewing the photographing range of CCTV by specification and installation factor, and selecting and dividing shooting spots. Third, the proposed integrated CCTV management system enabled to acquire information of various government departments and manage them in an integrated manner. Besides, it was possible to review the photographing range of CCTV and new points by user's purpose. When looking at it from the perspective of System of Systems (SoS hereinafter), the proposed model showed a possibility of being connected and applied to various systems and operational institutions for Smart City and demonstrated that it can be applied to the field of CCTV installation and management and connected to related institution. SoS concept-based integrated CCTV management system proposed in this study suggested the possibility of connecting/applying the systems of various government departments or exchanging information of multiple equipment. It gets more important to collect spatial information of reality, which is ever complicating, and connect information with related departments. The finding in this study will be the basic data for following studies in applying SoS concept to maintain and manage the equipment of Smart City and connect with departments. Furthermore, the facility elements and ledger will be helpful in constituting legal requirements when a new proposal for the construction of Smart City is made.
