The Effect of Supervision on the Role Performance of Public Sector Case Manager : Focused on the Integrated Case Manager of Hope Welfare Support Team원문보기

The purpose of this study is to investigate the effect of supervision factors on the role performance of the public sector case manager centered on the Hope Welfare Support Team integrated case managers who are in case management in the public sector. For the study, on the subjects of integrated case managers who conducted integrated case management in the Hope Welfare Support Team in cities‐counties‐districts, this study conducted a self‐report survey using a structured questionnaire, and this study finally used a total of 204 copies of the questionnaire as the analysis data by collecting the questionnaire by e‐mail and postal mail. And. The principal results of the study are as follows. First, Hope Welfare Support Team supervision was conducted mostly once a month, less than 30 minutes per session, and was performed through group discussion or case meeting methods the most and peer supervision is the most frequently utilized. While most respondents think that supervision is necessary, the response and satisfaction that the supervision that they are currently receiving is satisfactory were found to be low, and there are many cases that they responded that the lack of supervisor knowledge and skills can be an obstacle to supervision, suggesting that a systematic supervisor education is needed. Second, the level of case manager role performance of the research subjects was found to be more than normal, and the performance level of direct service role and indirect service role, which are the sub‐factors constituting the case manager role performance level, were confirmed to be more than normal. Third, as a result of examining the level of case manager role performance according to the sociodemographic characteristics of the research subjects, the level of case manager role performance according to the total experience of major, qualification, working area and social welfare was found to be significant, and when they have social welfare majors, social workers' qualifications, jobs in urban areas other than in rural areas and the social welfare field experience, they are likely to perform case manager roles the better. Fourth, as a result of analyzing the level of the relationship between the level of case manager role performance and the total variables of this study, it was found that there was a positive correlation between respondents' major fields, qualifications, working areas, public case management experience, once a week supervision frequency, 2‐3 times a week supervision frequency, supervision duration time, upervisorsupervisee relation, supervision satisfaction, administrative supervision, educational supervision, and support supervision. Fifth, this study conducted a multiple regression analysis to examine whether supervision factors affect the level of case manager role performance of the integrated case manager. Individual variables affecting case manager role performance were in the order of educational supervision, supervisor‐supervisee relationship, and career management experience of respondents. The significance of this study can contribute to the establishment of the regular supervision and education system in the public setting, and the practical implications based on the results are as follows. First, within the public case management settings, in order to carry out regular supervision at all times, the team head or the main officer should be assigned a social welfare dedicated public official who has experience in case management, and it is necessary to provide them with supervisor education and training and to establish a regular supervisory system. Second, it is necessary to provide a supervisor related education and a system for presenting the position as a senior manager so that the case manager in the integrated case management can act as the senior integrated case manager. Third, it seems that various efforts should be made to strengthen the capacity of integrated case manager so that colleague supervision can be activated. Fourth, it is necessary to make structural adjustment so that social worker centered integrated case management practices can be implemented based on qualifications of social workers. Fifth, in order to improve the quality of case management, local governments should present a certain qualification standard and establish a supervisor workforce pool in the case management field related experts and case management experienced civil servants in the region, which can be utilized as a way of supporting them to receive regular supervision. Finally, it is necessary to establish an institutional system for securing the supervisor's professionalism, such as setting up qualifications system for supervisor centered on social welfare dedicated public official or senior integrated case manager, and implementing supervisor maintenance education.
